The report was written by Chief Just-lee J. T. Brown oi’ Saskatche- wan King's Bench Court who in- vestigated alleged irregularities in the voting in Regine City con- stituency during the Federal elec- tion lsat June. Chief irregularity was the Illp- penance of small carbon numbers on 4100 of the ballots. The report, along with racont- mendations by the chief electoral officer. Nelson Csstongusy, was tabled by Speaker Ross Mscdonald. Mr. Castonguay urged an amend- ment to election regulations to plug the gap. lie said poll numbers should no longer be written on the back of ballot. counterfulls during voting. It was these written numbers which were reproduced on other ballots and made lt. theoretically possible to tell how voters cast their ballots. Chief Justice Brown said the black surface of counterfoils can act. as carbon paper. reproducing the poll numbers on other ballets if a ballot-book was used or. s. vi-rltlng pad. A check of these carbon numbers against the poll book-tn which a record is kept oi the order in which people vote in any poll-could be used to find out how a person voted. ' The present ballot design was adopted more than 4o years ago when the ink was put on the count- erfoll to msks sure voters marked the ballot in the r ht. place. The printing is the same on all ballots. The nulrnbers were not noticed. however. in any other constituency. They were found for the first time in s recount of the Regina. elect- ion by Judge B. D. Bogart-by. The Chief Justice said he found no evidence of an actual violation of secrecy in Regina City.
