members of the federal Cabinet, and we
M still think this is the best course to/pun
sue. There are many reasons why a dele-
gation night be expected to prove more
letter or resolu.ion
We believe that our able representative
in the Cabinet, Sir Louis Davies, is fully
convinced of the neczessity for it radical
change and will do what he can in reason
to effect it. But the matter is one that
cannot be disposed of byasingle Minister.
The entire Cabinet must be interested
and act together. The various heads of
departments have many matters of great
weight to occupy their minds and
naturally they first take up those that
are 'thought to be most urg.-nt, while
other questions :irc relegated to the back-
ground for the time For this reason
almost every week a delegation proceeds
to Ottawa from some part of the`Domlnion
to specially press upon the 'Cabinet some
matter in which their city or section is
specially concerned. It very frequently
happens that in this way a delegatilonis
successfulln bringing about some greatly
needed but long-delayed change. f '
It would seem that our best chance of
success is in adopting’ the common prac-
tice of sending one or more delagatcs to
Ottawa. Their presence there vvoull give
j_ I a sense of urgency and lrnport-ance lo the
matter at issue. They could present a
case that would be overwhelmingly strong
in fact and reason. They could command
immediate attention. They could greatly
strengthen the hands ofthe Island Min-
ister. They could, we think, convince the
Government thats. reform upon which our
entire business community, the local and
Maritime Boards of Trade, and the press
of the country have expressed themselves
