His physi- cal and intellectual vigor are indeed most remarkable for his years, and may be envied by men who'are twen- ty-five years his junior. He is still discharging efliciently the arduous duties of Canada's High Commission- er in London, and frequently appears at public functions, presides at meet- ings, delivers addresses -and is con- tinuously active and useful. Lord -Strathcona 'is devoted to Canada and Canadian interests, and his share in making the Dominion what it is has been very large and honorable, perhaps second to none now living. In rendering service to his country he was able also to se- cure for himself a large private lor- tune, from which he has at various times generously aided many worthy public objects and institutions. Though he served some time in the House of Commons, he, was never a strong political partisan. He belongs to the entire country and Canada is proud of him. So long a life has made him con- temporary with neariy all of the growth and development. of British North America. When he was born the settled portion of the country was almost entirely confined to the Atlantic seaboard and the shores of the St. Lawrence and the great lakes. There were few roads, no-x:ail- ways inland, no steamships on the sea, no telegraphs or electric service of niiy sort. The agriculture of that day was limited in extent and ex- tremeiy primitive in itsimplements and methods. Between those early years and the present what a marvellous develop- ment and progress has come to Can- ada! Yet this is but a part of the still more marvellous progress of the British Empire.and the world during the same period. As be and others of the old men of our time look back to the conditions existing' in their earlier years it must seem almost in- credible that such stupendous changes could have occurred within a single lifetime, hilt so it has been. Lord Strathcona has been ‘spared for twenty years beyond the span of years allotted to man, and many will join in the hope that he may be spared to till out his century of years with the full honors that belong to Canada‘s Grand Old Man. JAPAN'S NEW TARIFF. Japan has followed in the Wake of the protectionist countries by large- ly increasing the rate of her cila- toms duties. The British tariff coin- mission has been examining the new Japanese schedules and finds that ex- tensive changes have been made from ad valorem to specific duties, and that while the additions to the old tariff on dutiable goods will be about 50 per cent., on many lines of Brit- ish goods, especially on cottons and textiles, the advance will reach 66 per cent. ' Japan _bas not by any means spar- ed her western ally in readjusting her tariff and British trade with Japan is hit pretty hard. The obvi- ous reason for this is that British competition was most feared by the Japanese manufacturers. The new tariff wifi not come into sheet, how- ever, until next July when several of Japan's trade treaties with other) nations will expire. It is believed that the~new duties when they goin- to eflect will prove to be absolutely prohibitive against certain lines of British goods heretofore imported by Japan to the extent of millions of dollars.
