Every person publicly selling meat (fresh, salted or corned) by retail within this city inany store, «hop, house, warehouse or ether building ot in the public market ‘build ing Or in or from any meat waggon, camt, car; tage, sleigh or other vehicle upon the public stteets or highways of the said City by retail of in less quantities than by the carcass, shall witain from the Mayor thereof a License as a meat Vendor, and the Mayor is hereby author ized to issue such License upon receiwimg the License fee hereinafter mentioned. 2. The License fee shall be Tweaty-five doliars per annum. }. Mr. Martin—Mr. Speaker, I shal] not de‘ain the House for any length of time with the few observations I have to make on thie bill, It is true that we bad a some- what similar measure before the House last session, end som? discussion upon it. Ii is true, also, that the Goverument made a great deal of noi-e about the Francbise Act, and we were Jed to beheve we would have a bill not exactly of the mongrel ‘haracter of th emeasure now before the House. No doubt there were some seriou; otjections to the old franchise laws it was perbaps cumbersome and ex- pensive, but at the same time there was a great deal in that Act which commended itself to the better judgment of our people. It was a Bil! that applied to the whole Dominion and gave uniform franchise to all, in accordance with the principal laid down in the British North America Act. In thie Bill now submitted to us by the Gov ernment, will commend itself to the elect- orsof this Dominion. We will h«ve in this Parliament under this Bill one franchise for Quebec, another for Ontario, auuthie: for New Brunswick, and so on, and in the ca‘e of the province in which [ bave the hoseur to represent a constituency, I do not think thia Bill is applicable at all. In the first place, we have notin the province @f Prince Edward True in that Inland any system of registration. there was a system of regi#tration province over twenty years ago, and according to section &, subsection s er this Bill, if an election for the Dominion House wereto be held there cow the lists that would be used would be the liste prepared over twenty years ago. The voters’ fists shall be those prepared for the several polling divisions eo e«tablished and which on the day next preceding the day fixed for the nouii-ation of candidates for such Domin- ion election were in force or were last in force ander the Jaws ef that province for the purpose of provis- cial elections, Now, if an election were held in briace Edwar Island onder this Bill, as it stands, the liste to be used would be lists that were prepared previous to the year 1879 because the Registration Act ina foree in Prince Edwardiftsland bad been repealed in that vear, aud if there was a revision at all, ic must have taken place in eome vear before 1879. [I think that is a very serious oversight in the Bill, so far as it affect- the provinee from which have the honour to come. I do not know by what means the Goverument propose to overcome that diffiiulty. They may get their triends in the loral government of Prince Edward Island to introdace a Registration Aci; but the province for its own purposes es very well withonta Registration Aci,and Pdonot think it would be fair for this Honee or this Geov- erament to impose upon that province the burden and expense of preparing @ eyatem of registration and voters’ lists for the purpose of holding Dominio® elections. That is one insuperable objection whic! will cause me towcte against thie Bill. Thie Bill proposes a retrograde step.
