The officers enforcing that ad- ministration should be under the At- torney GencraPs control, and they are not under his control unless they are paid by the controlling officer. PREMIER. LEA: They can be con- trolled without being paid. HON. MR. STEWART: I entirely disagree. I will venture to say that there is not any precedent in this or any other Government for such pro- ceedings. It ls a vicious practice. THE PREMIER/S ARGUMENT PREMIER. LEA: Does my hon. friend believe that in a. small Pro- vince such aS we are, where it is ne- cessary just to have enforcement of the law in regard to the Prohibition {Act and other Acts, it is not a. more leconomlcal method, because while 'these oficers are enforcing the Pro- hibltlon Act their time is not‘ all ‘I taken up and they might just as well gbe controlling other misdemeanors. iIt is cheaper for the Province and i think they are giving abetter ser- vice to the people, because these men can carry out this work jointly. HON. MR. STEWART: I do not admit the force of what my hon. friend says and I think the time will come, before long, when We shall have serious difficulty on account of the dual work in this department. We have orlmlnalrnatters which are directly under the control of this Government, and the officers respon- sible for the enforcement of these matters should he paid by the G0v~ erument. If they must be paid out of the Prohibition Comnfssion funds, let these funds be paid, as they should bc paid. into the Govern- ment treasury, and let the Govern- ment pay these officials, and not have any other body paying officluls of the Government.
