As is well known, during the time Par~ liament is in session all mail matter ad- dressed to any member of either the Senate or House of Commons is carried to him free, and all mail matter sent out by him and franked with his initials is also carried free. This privilege has been at times very much abused. There was time when some members used the mails and the franking privilege to convey their soiled linen or other clothing to their homes. Just now there was a con'roversy over the alleged abuse of the franking privilege in the sending forth from Ottawa of Conservative campaign liter- ature. We have already referred to the question in a general way,and in that con- nection remaiked that we did not know which of the two political parties had been the greater sinner, but that both had precisely equal rights in the pre- mises. Blah’n` speeches) and addressed tc George Taylor. M. P. the Conservative whip in the House of Commons. This was a vast quantity of' mall matter, to be sanied free from Hon- treal ia0_ttswa. It was at this stage that the Speaker in. teriered and ordered the removal of Mr. Taylors mall to another part ol the bulld- ing. This was denounced as an outrage, but it seems to have been simply an act of necessity. The Star was compelled to buy bags for its own use, and there was an urgent call to have the thousands of bags at Ottawa empteci and released.
