Whai seems to be needed is enforcement of the provi- sions and directions of the Paris award. SIR CHARLES TUPPER’S POSITION. Tue New York Sun publishes a despatch covering an interview with Sir Charles Tupper. Sir Charles ia reported as saying: ** Reciprocity ie no vearer accomplish- ment than it was before Sir Wilfrid came to this country a week ago. Ido not see how it can be. I don’t see how Sir Wilfrfi can effect anything. His tripto Washington was the outcome of my criticism of nis speech made when he announced his policy of making a treaty with England granting the Mother Country special tariff orivileges. Asamember of the Opposition I pointed out that under Enyland’s favored nation treaties, Ger- maay, Belgium and Holland would have to be included in any arrangement with Canada providing special! tariff privileges for England. Such being the case, the United States might as well be included, and that, I think, is why Sir Wilfrid went to Washington. I would be glad to see a good feeling between Ottawa and London and Washington, and whether I shall op- pose Sir Witfrid’s policy wita regard to the United States will depend upon the nature of the arrengemets he may prepare as a result of his negotiations with Wash- ipgtou.” The position adopted by !Sir Charles Tupper is & reasonably safe one. Every- thing will depend upen the nature of the arrangement arrived at by the Government of Canada and the United States. If the arrangement should prove to be a good one, calculated to enlarge our trade without costing too much or prejudicing our ex~ isting relations with the Mother Country, we shall all applaud it. CASE OF THE MAGDALENS. Tue Patriot makes a personal matter of the charges preferred against the Minister of Marine and Fisheries in respect to the refusal of his department to afford relief to the destitute Magdalen Islanders. We have to aay that the information afforded by Tue Examiner came from a highly creditable and respectable gentleman—one who is not likely tospeak in such a case without good cause—and that his language respecting the conduct of Sir Louis Davies was very much stronger than that employ- ed by Taz Examiner. It is poasible—per- haps we shoald say probable—that Sir Louis Davies was not personally apprised of the situation at the Magdalens, and that the ungracious refusals complained of are due to his subordinate officers. The time of Sir Louis Davies has lately, we all kaow, been pretty fully oceupied by the cousideration of Imperial and international questions of nominal importance. All the same he is, as every One is aware,to be heid personally and officially responsible for the atte of his department. But for so holding bimin the case of the Magdalen Islanders, Toe Examiner is denounced as “mean.” The meanness in the case cousists rather in the attempt of the Patriot to fasten upon a contemporary, doing its duty to the public, a groundless charge. very reader must have seen thet we intended no reflection upon the personal characters of Sir Louis Davies aud of Lady Davies. The Patriot had much better employ itself in working up nearly $10,000,000 since it took hold. Yet THE the facts of the case and in conveying as- | that adonted ob surance to the public sufficient measures of relief have been behalf of our unfortunate fellow islanders of the Public also, we think, agree with Tur Examiner be better Magdalens. oinion will th: tSir Louis, himself, would employed in personally saperintending his Department, than in chasing wild geese in Washington, at the public expense, $< -_ NOTES AND COMMENTS. —Itis pleasing te learnthat “the Stanley’ is under orders to proceed to Pictou to carry flour theace to Mag ialea Islands. More Comron “han Formerly— Its Nature and Cause, Not Judging from the reports so frequently mide in the daily prese, it would appear that appendicitis is not ooly on the inerease bat that it seems to bave a especial pre- dilection for prominent persons, Contrary to popular behef, however, it is no more fr quent noc elective in its occur- rence thea formerly. Jt is simply a new name for the very old and very common trouble known as peritonitis, or inflam- mation of the bowels, which, until lately aud before operative treatmeut was in- stituted, always ended in death. The trouble having been traced to the ulceration or rupture of an iotlamed anpendix, causing the fatal peritonitis, the early removal of tne diseased organ ba‘urally suggests the proper line of,treat- meni. It is, perhaps, net generally known by the public that the various foreigu bodies, such as grape seeds, cherry pitsand the covcretions usually feund in the appendix, are merely accidental conse- quences of the inflammation rather than causes of it, To such as never eat a grape withont a certain misgiviog, it may be comfoiting to lara that it is avery rare circumstance to tind a seed of the fruit lodged in the appendix. In fact, it is now proven that, aside trom the intestinal concretions which reaily form in the organ after the latier becomes diseased, there is scarcely an average proportion of 3 per cent. in which foreign bodies, distinctively so call - ed, are discovertd,. That these accidental or deposited subetances are not absolutely necessary for the produ stion of the: iseas’, is shown by their entiie absence in a goodly number of the most severe cases. Among the latter may be mentioned a recent instance which has claimed much public attention. The real cause cf the disease is associa - ted with the destructive tendencies ofa peculiar microbe called thecolen biciliue. which always exists in the mtestine, aid is absolutely barmless until an it famm- tion or injary of the appendix gives it an opportunity for the development of malig- nant qualities, The microbes thea mnuitiply with great rapidity, penetrate the walls of the weakened organs, intensify the inflammation and finally escape into the abdominal cavity by ulceratiou or rupture of the tube, thus producing the fatal or etic peritonitis. - New York Herald. a ee —_—_———— GREAT MUSIC OFFER.
