— : i Nova Scotia's Importance AS A NAVA! STATION AND COAL DEPOT FOR PROTECTING THE GREATEST FISHER mea 0CUdAIN «OTHE WORLD, LAND THE GREA‘’- EST LINE OF FOOD TRAFFIC IN THE WORLD, Parkin, head master of the collegiate Fredericton, N. B., ar rived in the city last night He was met by a Herald reporter, and in reply toa question said he was here studying the iim perial federation question from a Halifax aspect **How was your ized, Mr. Parkin He replied: ** The Victoria and Tasman ian leagues invited me, when in England last summer, to goto the Australias and discuss the question in their large cities. Since | wccepted this, the Imperial federa- tion league of Canada has asked me to dis cuss the question in Canada before gomg to Australia; and | am myself exceedingly anxious to get the fullest command possible of Canadian ideas upon the subject, 50 that I may fully represent them in Australia. The relation of Nova Scotia to the Imper ial federation movement is so very import- ant that I had wished to spend a consider able time here studying the question. But having found that it is necessary tv leave San Francisco at an earlier date than [ ex pected, and having to fill several engage- ments in Ontario, 1 find I will only be able to spend one day here.” “What makes Nova Scotia’s relations to the Imperial federation quostion of such critical importance in your opinion | ** Her geographical position, aud the fact that she posssesses the best naval stations aud the only coal deposits cn the Atlantic coast. These circumstances must give her the almost absolute command of the North Atlantic ; and therefore her imperial im- portance for protecting the greatest fisher- ies in the world, and the greatest line of food traffic in the world cannot be over estimat ed. In any scheme of Imperial enormous importance would the development and protection of stations like Halifax andSydney. Andif the pire held the exclusive use of these, no other great power « ruld pretend to hold a place beside Britain in the Nerth Atlantic. For Britain this is a vital point, largely dependent on external resources for the food of her dense population, and fro the European source of which she would | largely cut off, in case of a great wat theretore dependent upon America. **Do you think that Nova Scotia's ad- vantage lies in the direction of Imperial Federation ‘* Unquestionably. No future that the Atlantic. ports of Canada could have would be su great as that effort to draw closer « mumercial cal relations between Britain and Canada, , » George R. a hool, special mission organ ’¢ } “sa > rederacion, ‘ ; } . asthe « eui- 1s she is 30 } given bya great national and p iti because they are the n ational! q@pilet of the great population growing up in the west. Fast steam service with Britain, cheap telegraph communication and the stream of travel, which this iavolves, and the ing trade between the two countries must all build up the cities of the Atlantic coast more than anything else could.” ‘*T want to get the fullest information about Nova Scotia’s resources for supplying oaling stations and for commercial pur- poses, tO assist ine in dis ussing the feder- ation problem. And I also wish to many leading men as possible and ascertain their views as to the direction in which the Imperial Federation question could sirly be pressed. There is no doubt that if any part of the Empire has an interest in the federation question Nova Scotia has ; from i have seen of the utter- ances of many public men here, | this fact is fully realized.” wy . . Loa been in England this sum- yrow- Sec as > o mi what De lie a h sve me ‘Yes, and the growth of the federation idea there during the last few years is one most remarkable features that one observes in the development of public feel- ing. Great nambers of influential people undoubtedly lock upon it as tl question ‘ the ne greatest ( future both for England jlonies. But there is « decided fecling that further impulse toward feder- ation ought now to come from the colonies themselves. It isthis which makes such a mission as the present one, which has come spontaneously from the colonies, of such puodilic interest. if the and the ¢ me O QOD Rabbit Poaching Condemned. A correspondent writing trom Souris says that much dissatisfaction, amounting to positive indignation, prevails among the suburban settlers of that place, in conse- quence of the repeated raids made by Souris raShit poachers upon their territory. The snaring of rabbits has always been, during winter months, a source of amusement as well as a source of dainty food supply to the people living upon the outskirts of Souris village; but this season the amuse- ment or business of snaring rabbits has, owing to the cause above stated, been at- tended with very little amusement or profit. it is not, of course, alleged that many rab- bits are actually killed by the Souris sports- men, (in fact it is triumphantly stated that only one rabbit has been brought to Souris this winter, and that specimen bore unm s- takable evidence of having come [to its death by strangulation), but the real griev- ance is that the worry and excitement oc- casioued by their sportsmen with their dogs and guns make these timid little animals wild and unsnarable. If the Souris hunts- man would only leave their dogs at home, ne trouble would be apprehen led, nor would the supply of rabbits diminish in a very marked degree. But the dogs do the mischief, and threats are freely indulged in by these injured people, which do not alto- gether predict a remarkable instance of longevity in the case of a certain dog named ** Riel,” should he ever again be found in rabbit precincts. > Eczema.
