A Pitiful Sight A few days ago an imposing ¢8l'0m0"i was performed at the alleged miracle working shrine of St. Anne de Beauprf. Quebec. This was the enthronemeut in the church of what the church authorities solemnly declare to be a piece of one of the arms of St. Anne, the grandmother of our Lord. Marquis. last April, and was venerated by 250.000 people in the church of St. J can Baptiste, New York, during the first three weeks of May, was formally presented by Mgr. Marquis to Cardinal Taschereau and by this latter confided to the pious care of the Redemptorist devotees in charge of the shrine. -The presentation Occllrfed under a gorgeous canopy erected imme- diately without the maiu entrance to the church. , Mgr. Marquis read to His Eminence the ofiicial report of his mission to Rome to secure the relic, which included docu- mentary evidence of its authenticity, as /well as a letter from Cardinal Rsmpolla to Mgr. O’Reilly, expreming the pope's patification at the manner in which the relic had been venerated in New York. When His Eminence, taking the relics lifted it high above the people blessing than as he turned from side to side-,.the surrounding thousands, men, women and children, fell upon their knees. The su- perior of the church led with a loud voice in the invocation “O bonus Ste. Anne. to whom. heeaid, Christ was not only good, but grandson, and referring to the pious re- gard of her relics, instanced that of the Jews for the relics contained in the Ark of the Tabernacle, and that of Americans for George Washington's sweat-stained and blood-stained clothe-I, and who asked why miracles could ‘not be wrought as well by the relics of Christa Grandmother as by the brazen serpent in the wilderness and by Aaron's rod that blossomed. Thousands of people venerated the relic by kissing it. Hundreds of blind, lame, halt and wretclxeiilly deformed pilgrims, sickly infants a others, were conveyed back to their homes that night by distressed and disappointed relatives, but some remain still near the shrine determined to longer wrutle for the exercise of the newly obtained relic’s curative power in the matter of their own complaints. :Such isthe report of this pitiful and shocking scens—piti'ful and shocking from first to last—as given by the Mon- treal Gazette. Every measure introduced by the present Government is a reform. The Act respecting the Land Office is 3 reform, as can be easily shown by comparing it with the method pursued by the late Government in collecting amounts due that ofiice They issued precepts against the poor people and sent the Sheriff out to collect, and in many cases the cost of collecting ‘mounted to fifty per cent of the sum received. The present Government adopted the principle of allowing the commissioner —to sell without the sherrifi‘. thus reducing the cost twenty- five per cent. The present Govern- ment nllow a discount of twelve per cent to all who will pay in full, which is a much better method than sending the sheaifi‘ and paying fifty per cent in expenses. When they issued precepts they were against poor men, and some men who owed large amounts were ill‘ lowed to go free because they :were supporters of the Government in power. The existence of the late Gov- ernment depended upon the will of men wto were in arrears for land; but those men were *allowcd to remain on the land without paying any- thing, while the Government pounced on poor men and turned them out of house and home. The present Government are applying pressure to the men who are able to pay. Some of those men frightened the late Gov- ernment from proceeding against them, and they imagined they could frighten the present Government, but they will find their mistake. The present Gov- ernment passed another law relating to Procedure in the Supreme Court which has effected a considerable sav- ing. Look at the state in which they left the Regissry Ofiice. Does the lion. member forget that a few days ago I was obliged to introduce a Bill in this House to legalize fourteen thousand documents which were neglected by the late Government.“ Low}: fiiiamed f° illlllli tlltftrthe ‘late Government ;ould ‘allow the titles of land to be put in jeopardy by their neglect. During the short time we have been in power we have done more than any preceding Government did in the same length of time, and we are quite able to to manage the business of the country, without any assistance from the hon. member. We have brought in a Bill to abolish both Houses ‘of Legislature and we aretold all the suggestions are foreign to the Bill, but every sugges- tion made by supporters of the Gov- ernment is in accordance with the provisions of the Bill. We have defined the qualification of voters and we have endeavored to equalize the representation. I am proud that my hon. friend from Cardigan has in- troduced a suggestion to equalize the representation of King's County. Would the Opposition, if in power tomorrow, dare to reinstate George- town ss 9. constituency? The whole Bill will be as complete in itself as any Bill ever passed in this House. It maintains the rights of the people by disfranchising those who are not safe men to retain the franchise. This suggeltion to disfranchise the Do- minion ofiicials is the crowning part of the whole Bill. The hon. member seems to think no good can come of an Act introduced on Good Friday, but we have no sup- erstition about Friday, we do as we think proper. Mn. N1crIoI.so1v.—If we are to be- lieve the statments of the hon. member, the present government isthe most immaculate government that ever ruled this province. That is a question however on which there is a great deal of difference of opinion.‘ I fail to see oneisingle sot passed by this government, which is a benefit to the people of this country. Some of their acts will benefit a few at the ex- pense of the others. They passed a bill to fasten a permanent debt on the people of this province, and I suppose debentures have been sold ; although the government will give us no in- formation regarding the proceedings of the debentures sold. They tell us they have freed this province from debt and have money to their credit; They are just like the man who paid his debt by giving his note of hand and saying, “thank God that bill is paid."
