The speaker characterized the North Leeds verdict as having greater significance than any single election since Mr. Gladstonewas first returned from Midlothian, and as al- most a vital blow to the prestige of the Government. Yet, Lord Rosebery warned his bearers, fifty such elections as that in North Leeds might not turn out the party now in power. It showed, however, that the nation was beginning to look dispassionately at the Governments record in domestic legisla- tion and to, ,jude with cooler temper than _it could during the South African war.
