Donald Farquharson. Its main pw- port is thinly disguised under the tn..- “An Act to amend An Act to im- pose a direct tax on certain classes of traders.” The “certain classes of traders” are those commonly known as non-resident commercial traveller_\, and to these are now added those engaged in selling liquors. It has been argued that there may be a diderence between a tax and a license. There is in the ordinary meaning of the words a distinction, but as used in the Bill before us there is no such dis`inction. For instance in the first section of the bill the words “license fee" and “tax” are used iuterehangeably. “From and after the coming into force of this Act every casual trader not permanently residing in this prov- ince. _ _ _ shall pay to the Prov- incial Treasurer of this PI'0ViD¢¢ “U annual license /ee or direct tax of twen- ty dollars.” Again in the second section of the Bill. in the form of allidavit, it is pro- vided that it may be attested that a trader “isjustly indebted to the Prov- incial e Treasurer in the sum of twenty dollars (or two hundred dollars as the case may bo) being for license tax due by him”, &c. ‘ The two hundred dollars here referred to as a “license tax” can only refer tothe license tax to be imposed upon the liquor dealers. In fact all disguise has been thrown oil' by Mr. Fasquharson and his colleagues, who have severed themselves from the tomperance community, and propose to legislate in the interest of theliquor traliic. The men in the trade have long desired the legal sanction of a license law, and are willing to pay for it. The Farquharson government are giving them what they want; _ A year ago Mr. Farquharson stood with the Presbytery, the evangelical -churches and their clergy, the Tem- ,perance Alliance and the temperance orders in oppo-ition to the principle -ofltcense. To-day, blinded by the ill- gotten gains which liquor dealers are willing to bestow, he opens the pro- vincial coifers to receive theinmoney and as far as ho is able to throw the sanction of legal respectability around the demoralising trade. This is done, professedly, be it oh- eerved “in order to restrict the sale _of _liquors in Charlottetown and provide for the proper enforcement of the laws pertaining to the liquor trailic” I The pretence is simply dishonest, and hypocritical. No one in Charlotte- town or in the province believes for a moment that such is the object or th it such will 'bo the efeet. The simple object on the one _hand is revenue, for which principle is bgrtere`d;on the other hand a payment by the liquor trade to secure legal recognition; _as _l'g_l_p00_table traders. The latter have eacriliced no principle in entering the compact. They are tho gainers and may count their gains.
