A, MacDonald, the Dean oi Water Commissioners, who is this term retiring from civic duties. Mr. MacDonald, who was very much touched by the kind senti- ment which had inspired the gift, and by the words of appreciation accompanying it. gave a genial ad- dress in reply. He referred to the great controversy which had taken place when the installation of the Water Works had been. pro- posed and the opposition which the movement had encountered. Mr. MacDonald's name’ as a staunch supporter of the project is well remembered by citizens and in this way he has been connected with the system since its inaugur- ation. Mitchell continued as Emigra- tion Agent for P. E. I. until dis- missed on September 29th. He took offices in the Haylmarket and sup- plied himself with notepaper bear- ing the arms of the Government of . E. i. The nate paper Counsel thought he would-hardly be-entit- led to use. No ambassador could have used finer notevflper than he did. He advertised a scheme for settling Eat-officers and others who applied in P. E. I. holding out to them that this land was Govern- ment land and that he was author- ized by the Government of P. it‘. i.. to sell the land. He informed people that the. scheme for fox- farming was a Government scheme and made other representations. Ex-Offlcers and civilians thinking that it was a Government scheme thought it would be perfectly safe to buy this land. Several parted with large sumo» of money. ‘in addition to Captain Quin two other officers were de- frauded. One went out to P. E. I. and gave evidence before n Gov- ern-ment Commission appointed -to investigate the scheme. lHe as a result returned to this country and was now tivnilable as a witness in the case. The Magistrate, "What became of the money." Mr. l-lalford IKnight: “A large part of it was sent to Canada to cer- tain public men for the purpose of the scheme, -and they have lt." Mr. Young: “If they raise the question of what became of the money and shall ask for on order for this gentleman's banking oc- connt. There is no doubt on my evi- dence that the representation was that it was Government land." Mr. Knight: “l have the pass- book here. We desire lto meet this in every way.” Captain Richard Benchmans Quin, giving evidence stated that he resided in Ireland. He ‘had been a Captain in the lndian Army and left the army in August, 1922. From that time he had been looking out for employment. lHe received a circular from the defendant but did not keep it. A couple of weeks later he received a further circular . He wrote a letter to the defend- ant and said he would call on him. That was on July 20. He called at an address in Haymarket. but did not see him on that date. 1t was not until the middle of September that he saw Mitchell. He then ask- ed the latter for details of the scheme. Mitchell gave him the de- tails stating that he was the ac- credited agent of the Government of Prince Edward island.
