Scullin, finally revoitcd against what he thought was "truckling to the ex- tremists," left the Cabinet in De- cember 1030 and threw himself into the fray as leader of a great cam- paign for a non-party body, pledged to the restoration of financial and economic stability in Australia. Buch are his personal qualification: that he became in a few months the logi- cal man to form a government, prob- ably a coalition govtnnsentwf the Nationalist and Country parties with the aid of right-wing members of the the Labor Govemmentj defeat in the Labor Oouvernmenth defeat in the general election that appeared inevitable. Hon. Mr. Lyons, who was born Sept. l5, 1678, entered the Common- wealth srena in 1929, after a. bril- liant political career in the stale of ‘msmania. He had been treasurer, minister of education and of rall- waya in the Tasmanian government from 1914 to i916. He was premier and treasurer of the state from 1923 until 1028. In 1920 Mr. Lyons was elected to the Commonwealth house of repre- sentatives for Wllmot, and entered the cabinet of Prune Minister James Bculiin as post-master-geilciul and minister ior works and railways, _.-..e after the defeat of the Bruce admin- lstration in October, 1929. He became acting treasurer as well, when Hon. E. G. meodore resigned the treasur- ership in the following summer. In the autumn and early winter months of 1030 when Prime Minister Scullin was absent at the Imperial Conference, Mr. Lyons iought a hard and gallant battle against the ex- tremists‘ within the Labor eeny. His differences with them widened to an open breach in November, when he was unable to prevent the majority carrying a resolution that holders of maturing bonds to the extent of $140,000,000 should be asked to wait another year for payment. Outside the party, he became an increasingly active and strong opponent of the Labor extremists, and when Hon. J. T. Lang, radical head of the New south wales government, carried out his threat to default payments of interest to London bondholders on April 1 last, Mr. Lyons commenced his biggest campaign. He declared he would organize a great national party pledged to the restoration of econo- mic and financial balance. The campaign proved an immed- iate success for Mr. Lyons.- Crowds gave him a great ovation when he made his first speech at Adelaide, South Australia, April 9. He set out as his platform the balancing of the budget and the restoration of “sound and sane” government. He proposed the appointment of an expert, non- political committee to investigate and determine the periods over which the budget could be balanced, for it was apparent that neither the current budget nor the next could be bal- nnoed.
