police here Saturday afternoon arrested
two men, whom they suspect of being
“Black Hand" representatives who have
been working here for n fortnight or
more. One of the men was caught red-
handed in an attempt to pass a forged
cheque and when arrested attempted to
draw a revolver.
Papers taken in their baggage show
that , the men came to the Soo from Medi-
cine Hat from which Place “Black H»1ud"'
letters to the Soo had been mailed. Their
grips also contained revolvers, amrnuni’
tion dangerous looking knives, burglars'
tools and a number of samples uf hand-
writing. A note in a diary showed that
the men were in Fort William in the lat-
ter part of June, at which time a large
number of forged cheques were passed in
` that town.
When the men were searched in the
police station, one of, wlroru gave his
name as H, Smith, was found with three
forged cheques and a numbcr of saws
sewed into the waistband of his trousers.
The other, named Howard, hada revol-
ver and a couple of saws.
In their room at the hotel a quantity of
fuses, nltro~glycerine and other explosives
were found, showing that the ruen were
either engaged in burglary or were pre~
pared to carry out threats contained in the
"Black Hand" letters.

Smith is about 24 and llowarrl somewhat
older. Smith broke down in jail after
his arrest and matic damaging admissions.

Paint the Ship
London, Nov. Io'-lAn extraordinary in-
cident has come to light in connection
with the visit of Emperor William. It is
related that at the conclusion of the re-
cent mauoeuvres the channel fleet and
the first cruiser squadron were ordered by
the adniirnlty to repaint, etc., in honor of
the German emperor. Upon receipt of
this order, Sir Percy Scott, commander
of the cruiser squadron, sent the following
signal to two of his vessels.
“F aint work appears to be more in de-
mand than gnnnery, so you had better
come in time to look pretty by the 8th
instant.”
Admiral Lord Charles Beresford, in a
general order to the fleet repeating the in-
structions to repaint, refers to the signal
sent out by Sir|I’ercy Scott as "Contempt-
uous in tone and insubordinate in char-
acter" and orders Sir Percy to have it
stricken from signal logs.
This affair has created consternation in
the fleet and there is a probability t`uat it
will lead to the resignation of Sir Percy.
Rear Admiral Sir Percy L. Scott is
probably the best versed officer in gun-
uery in the British navy and he is well
known as the man \vho "saved Lady-
smith” in 1399, because hedcviserla spec-
ial carriage for six inch and 4. 7 inch gum
from the cruiser Terrible, which he com-
manded at Durban, whereby these pieces
were carried by rail into Ladysmith just
before its investment by the lloers. Sir,
Percy was noted in and about Durban
of which port he was made commander
for his blunt and direct statements.
