The Nova Scotian House of Assembly has been dissolved and writs issued for a new election, the polling to take place on 2nd October next. The campaign will therefore be comparatively short and sharp, The House contains 38 members when full, being two for each county, with * three for Halifax. The Liberal party has now been in power in the Province since 1882 under three successive Premiers,Hon. WV. T. Pipes, Hou. W. S. Fielding and Hon. George H. Murray, the latter having succeeded Mr. Fielding when he entered federal politics in 1%3. During this long term of power-19 years-the Liberal party has Shown an increasing rather than a waning popula- rity. At the last general election in 1897 only three Conservatives were returned, and, of course, the Ministerial party have had everything their own way. The Pro- vince has prospered Bnancially, the great development ofthe coal and other mining industries having kept the treasury com- fortably lllled with the money from royal- ties. Mr. Murray is a very popular leader, and no doubt the Government has been fairly well administered. _ There is, however, a strong Conserva~ tive element in the Province as is shown by the fact that since 1878 a majority of Conservatives have been frequently re- t . th urned tothe federal Parliament In 1878 eflgures stood 14 to 7 in favor of the Conservatives; in 1882, 15 to 6; in 1837, 13 to 8: in 1891, 16 to 5, in 1896 10 to 10 and in IEDO, the federal Liberals for the drst time obtained a distinct lead. The Province frequently furnishes surprises and while. it would perhaps be surprising if the Con- ervatives should oust the Government at he coming election it may be hoped that hey will make considerable gains. In the was too insignificant in numbers to count strength seems necessary to the proper working of the representative system. e . A London despatch tells that the Boers are shooting their prisoners and that Dewet has issued a proclamation stating that he will shoot all British troops found in the Orange River Colony after Sep tem inadvance.. ..... ........... ................. ..$l.°° .._. __ _`~.~_~¢- ._ .-~.___ - _s »~ l' Septemheria the fdrst of the eight suecessivemonths thstsn spelled with an “r’.‘ and ell such months were formerly considered to be oyster months. But this year the Brat of the “r" months ls not at once to usher in the luscious blvalve. An order from Ottawa continues the close season for oysters till September 24. Of course the oyster season dose not close here with Aprllln the spring-time. As s matter of fact oysters are more flt for food ln this latitude in llay than t September. Both Mr. Chamberlain and Mr. Balfour have declared in favor of reducing the representation of Ireland to acoordwvlth its rednced population. This can easily be dons, as the Government commands a sufllclsnt majority to carry out its every wish. It ls even questioned whether the Liberal leaders would care to oppose the change, as representation ln proportion to population is manifestly fair. In thi s connection there ls a rumor that Mr. Chamberlain is thinking of proposing local Parliaments for Irels nd, Scotland and Wales, with very limited powers. This would be the partial introduction of the federal system, and some change in that direction seems inevitable before long. Asingle Parliament for the United Kingdom cannot keep pace with the work required of it. l Menwholook much older than they are never a ' to such gand- van as with wifdaigho keeps er matronly beauty The secret of health and the manlyvi rwhlch *goes with eslth is nutrition When the stomach and other or! guns digestion an are diseased tilzere is loss of nutrl n, and correspond in ph calweakness. It isnot likely that this blood- thirsty threat will be carried out, but if it 5 shouldbe it will provoke reprisals. As 3 thousand prisoners, including non-com- batants and is adding hundreds weekly to the number, it will be nothing lws than fool-hardy on the part of the Boer leaders to commit further barbarities. Dewet nay be making an empty threat, or he may be in earnest, but lf he is ever caught he can hardly escape death for the atroci- ties he has already committed. He has long since abandoned all regard for the laws of civilized warfare. ii... D widens areslmplyldeeydisordefs. Thekidn Iltsr the Hood ofall that ehon1dn’t?: there.
