As is well known the two Provinces of Manitoba .ina Prince Edward Isisnd have enacted prohibitory liquor laws, and the question of the constitutionality of the Manitoba law, having been argued before the Judicial Committe now awaits the judgment of that high tribiunal. How much depends upon that decision a little renection will show. It may le that the night of the Province to prohibit will be sustained, but that some section of the Manitoba law will be found to bein excess of the legislatve power. In such case it may be easy for the Legislature *o so amend the act that itwill be constitu- tional without impairing its efficiency. We dofnot fear any worseresults than this. The Montreal Herald, the leading English Liberal organ in Quebec Province, is by no means favorable to prohibition, ut- it says: “For some reason there is a belief in very ell informed circles in Ontario that the comingjudgment of ihe Pi-ivy Council will favor the content ion that Manitoba is within her right in pissing prohibitoiy legislation for the Province. Of course he ruling may go just the other way, but something of the confidence with which he temperance advocates await the issue may be gleaned from the fact that they have~already elicited from Hon. Mr. Ross a conlrmation of the pledge, given years ago by Sir Oliver Mowat, that he would bring down prohibitory legislation whenever it was established that the Provincial Legislatures had the right topass lt.” I From this we learn not only that the prevalent opinion is that provincial pro- hibition is within the competence of the Provincial Legislatures, but also that if the Manitoba law is sustained by the Judicial Committee it will be followed by likelegislatisn in the great Province of Ontario. It is almost equally certain that in such case the Provinces of .Nova Scotia and New Brunswick will pass prohibitorylaws.
