There- upon the Minister of Education acted under the new legislation to form the Unit. RURAL AND URBAN "It must be pointed out that the Unit area is partly rural and partly urban which perhaps has been the cause of some of the dif- ficulties encountered. However. it is only fair for me to state my own opinion. and that is apart from financial considerations. the unit has done a good job educationally and the schools of the unit can feel proud of being among the best in the province. and they are producing the desired results. And furthermore from the financial standpoint. the majority of the districts concerned. experienced an unprecedented rate of growth and population expansion which greatly added to the costs of edu- cation to the taxpayer. In other words .populatlon gro th neces- sitated expansion of school facilit- ies and the demand for more classrooms has not yet been satis- fied but, on the conuary. more classrooms are now urgently needed. The costs of the expans- ion of school facilities would have been assessed on the taxpayers regardless of the amalgamation. but the original districts might have shared the additional tax burden possibly to different de- grees. The coat of the greatly im- proved educational service ia an- other item deserving of our most careful attention. "The central junior high school would. of course. serve the whole area and is planned in a central location. This central junior high school is feasible only if the dis- trict remains in its present am- algamated status. Consequently. I believe the time has now arriv- ed when the obtaining of the wishes and the desires of the tax- payers cannot be further delayed. There are some who claim they did not have an adequate voice in the formation of the district. but I intend to see to it that all will be given a fair chance now to de- clde whether or not the district is now to continue as a Larger Unit of School Administration. NOT AN EASY MATTER "You will realize. of course. that it is not as easy to separate the unit as it was to Join it together. The setting and reading of papers is not an exact scientific procedure. And while perhaps no adequate sub- stitute has yet been found for the general system of written examin- ations. yet this system of pro- motion depends upnn solemnly maintaining the fiction that there is a real significance in ii differ- ence of one mark and that a can- didate who is marked at. 5096 is fit for promotion. but not other- wise. "Experience shows that. no matter how carefully an examin- ation may be set and read. it pro- vides only a relative measure of achievement. and that variations in reading of papers are some- times wide. One nationally prom- inent. educatinnnlist remarked a short time ago that the marks given sometimes depends on what the reader miiy have had for din- ner.
