Imagime a_ party heeler soaking a doubtful voter with whiskey and carting him out of town to keep him from the polls for fear he would vote for the other side. Imagine getting a half dozen ‘loose fish’ corall- ed the night before an election, and Starting them off at day-break on a fishing excursion. Again, a name, say John Smith, appears onthe list—Mr. Smith is dead or in Texas—perhaps he is not well known to the returning officer, or poll clerk—by the aid of the heeler ontside, and possibly the clerk inside, another man, either a Smith or a Jones, attempts to vote on the name, and generally succeeds. Th@n before an election list of absentees is prepared and their presence on election day solicited, many come, and very few pay their own expenses. They receive coid cash or ticket for the trip. Smith a booth on election day without seeing some prominent party man handle a roll of crisp new bills—two dollars be- ing the favorite denomination. Ex- press parcels containing money are freely handled a few days before an election; waggon loads of goods of vari- ous kinds go out from the shire town to outlying districts adayor two, or the night before election. In some districts the purchasable vote is larger than others—here then the ablest heel- ers are sent for the day. Smart young lawyers are transferred to outside dis- tricts to ostensibly oppose cerruption adopt any possible sharp practice for their own side. A prominent towns- man originally came from a certain district where he has_ considerable in- fluence—election days finds him in that district with a good wad of bills in his pocket. A certain candidate once put $10,000 into a county to be snowed under—another $4,000 to be almost elected. Instances are plenty of prominent party men receiving large sums from the party treasurer, and quietly putting a good sharein their own pocket. A prominent man ina district has been known to receive a large aniount of money and then to use his influence to aid the opponent. Our references show not only a reck- less expenditure of money, but also an utter absence of moral principle. But the question may well be asked before going turther, where does the money come from ? This isa_ vital point. Were we convinced that the men as- piring for political honors spread all this money around, there might be a tendency to continue to bleed them, but instances are manyof men not owning scarcelya cent, running an election, in which theiresupporters pay } thousands of dollars to secure’ their election. They do not furnish the money— where does it come from? Aeangg«eérate estimate places the sum expended in the West Huron and_ Brockville Dominion bye-elections and five provincial bye-elections in the province of Ontario at $400,000 —Who furnished the money? It was sent into the constituences. Who would send it in but the government so anxious to hold or carry the seats. The government, as such, did not con- tribute it; thanks to the vigilance of the Auditor-General, some persons outside furnished it to the government machine. The people do not make this contribution for love of party, or conviction in the justice of the party’s platform. It is to their interests to contribute, and they expect something in return. The feeders of the great party machines are not philanthropists.
