Research Doctor Guest Speaker At Rotary Club The guest speaker at the weekly luncheon of Rotary held at the Charlottetown Hotel yesterday was Dr. Thomas W. Cook. B.A., M.A.. Ph.D.. research psycholog- ist with the Department of Health who spoke on military psychology. Dr. Cook. speaking briefly, des- cribed various methods. which are rapidly changing. in determining with clinical cases in time of war and the steps being taken in peace time to duplicate working don- ditions in time of peace whereby essential training may be carried on at a fraction of the cost. par- ticularly in the field of aviation. In this respect there is the closest cooperation with the similar de- partment in the United States which requires his assistance there frequently owing to the nec- essity of not committing to paper the results, for security reasons. Dr, Cook represented the depart- ment at the Commonwealth De- fence Conference six years and last year in Toronto where speci- fic research problems were dis- cussed by all. GOVERNMENT POND Dealing with Public Property Councillor Elmer MacDonald said the City was still waiting for the money promised by the Provincial Government to help defray cost of improvements in the Government Pond section. The Mayor said he would write Premier A.W. Math- eson reminding him of the Gov- ernment's promise. A communication from the City School Board was read dealing with a reply from the Council re fusing a request for funds still remaining from the total borrow- cd for the building of Queen Char- lotto High. The Council previous- ly pointed out that since the money was borrowed for the High School they could not give any of it to the School Board. The letter read from the Board explained that it had made arr- angements with the Sanitarium Commission to beat the new School froln the Sanitarium in order to save money. This had necessitated installation of two new boilers in the Sanitarium for which the School Board had been billed for 815,000. This amount had been am- ortized and one. payment had been made with another due in Decem- ber.
