The only explanation, of that which I can think of is that the former leader of the Opposition praised our accomplishments in the Health and Welfare most highly and. therefore. he thinks that a Conservative Government is responsible for these reloi-mg, Nothing can be further from the truth as you all know. "Increased Old Age Pensions; Mothers' Allowances. Family A1. iowances and Workmen's Com. pensations are all the work or the Liberal Government and in particular the Jones Government. Our aim has always been to help not only those who can help themselves but also those who are unable. '- of age or mis- fortune, to make a living. Wm; this inlmind we are presently negotiating with the Government of Canada with a view to intro. dgucing a system of Old Age Pen. aions payable to everyone seven- ty years 0! age or over without a means test. This means that like Family Allowances, Old Age Pen- sions will be paid to everyone in the age group of seventy and overs This. I regard, is all to the benefit of those who are in need of a pension but who are too proud to seek relief. Our pro- posed new scheme which we will introduce it we are re-elected will also include pensions for persons between the ages ol siloty-five and sixty-nine who are in need. Opposition signals Crossed "Mr. Gallant and the leader of ihe Opposition seemed to have had their signals crossed. In a recent speech Mr. Bell said the debt of the Province in 1835 was 35,000,000 while Mr. Gallant said it was s3,000.000. At present Mr. Bell and Mr. Gallant seem to agree that the debt is 517,000,000. in the first case Mr. Gallant was wrong and in the second case they were both wrong. because the figure 517,000,000 was the debt on Fcibruazy 28, l95i. before the fix- cal year ended and before 32,000.- 000 was last paid into our Treas- ury from the Federal Govern- ment. The actual debt as olMarch (list was about 515,000,000. "What neither of these men pointed out and which should al- ways be remembered is that in 1935. the last year of Conservat- ive Government. the debt was two and one-half times the an- nual revenue whereas today it is less than twice the annual rev- enuc. Actually, therefore. our financial position today is a good deal more favourable than it was then. "Oilr revenues are buoyant and we are spending them for the benefit of the people of this Pro- vince. Look around you and see what is being done; see the schools that have been improved and built as a result of our grants; see the widened and grav- elled roads; see the new Vocat- ional School; the new building for old folks at Beach Grove: the new laiboraiorics to help check the diseases of both man and beast; the new electric power lines built through Government encouragement, and still my op- ponent and his leader find fault. "Why, the Liberal Government of Prince Edward Island has done more for the people of this Province than Any Government of any Province in Canada. All you have to do is look at the re- form measures written in our statutes and compare these stat- utes with those of other Provin- ces. "Mr. Gallant states that he is a novice and since this is so Ilivish to be as fair with him as pos- sible. I noticed that speaking in French he promised to help the French especially. If elected I will seek, as I have done in the past, to help all in my district, not only my French constituents. but all my constituents. "With regard to I-'cderal-Pro- vincial relations, my opponent seems to believe this his party. if elected. would be able to bar- gain better with the Government at: Ottawa than our Government can. Does this sound reasonable? That this is not so is self-evldcni. With the Liberal Government at Ottawa and the Liberal .Govern- ment at Charlottetown harmoni- ous relations exist. The Rt. Hon. Assistance To Faraiers "Mr. Gallant claims this Gov- ernment has been indifferent to agriculture. Mr. Baker. the Min- ister. has explained at length the record of accomplishment of his Department. Many of you. how- ever. know personally what the Liberal Government has been do- ing to assist the farmers. Many of you had assistance in draining and during land this past sum- mer. I himself, and is autographed on the back by each of the ernment. Later through coopera- tion with the Liberal Government a plan has been worked out so that all potatoes, even culls, can be sold and so the market has been strengthened. Many other measures too numerous to men- tion have been taken to help o'ur farmers. One big reason -why your Government has been so progressive in its. farm policies is that our Premier is a real former. "I would now like to deal briefly with one particular aspect of my own department which is of growing interest to the econ- omy of the Province. "There hasnt been much said about what should be done to de- velop tbe tourist industry in this Garden Province. But I suppose that is only natural when you consider that the Conservative party has had practically no ex- perience at all with this import- ant trade. it has only been built up to a sizable branch of govern- ment during the Liberal regime. While the Conservatives were in power away back in the thirties. them to extend their operation- with the" result that more iouri:-is can be handled than ever before. 'The Conservative platform, as expounded a few days ago by the leader of that party. entirely ig- nores any mention of our third largest industry-the tourlsttraac. Mr. Bell devoted his numiber one pianik to premises of aid to farmers and fish-er-men. Bu: tie tourist operators. who head up our third largest industry, were not even thought of in the Con- servative platfonri. However. our Liberal Party. as always, is auay ahead on that point. We are Innk- ing available the money needed to expand the tourist trade. And we will continue to do so. "A vote for the Liberal can:i.- datc on April 26th is a vote for further good government. I ask you all, particularly the people vi the Third District of Prince, vi make sure that good government is continued in this Province by voting for the Liberal candidates on election day." the tourist business was but "a neglected orphan or. at best. merely a fledgling. "The Liberal Government saw Now it is paying its way in the, economy of our Province and is firmly entrenched as one of oiir three primary industries. Today. there are upwards of 300 resort, operators, large and s':na'll, in the Province. Somewhere in the vic-, inity oi four million dollars is. the annual turnover in the visitor industry. l "People are much more travel-I minded today than they ever. were. Vacations with pay are being given to a large and in- creasing section of the working world. Many of these potential visitors are owners of motor cars. ; Prince Edward Island can be- come the holiday Province for a' large proportion of them. But we 1 must have the facilities to look . after such visitors to our Pro- vince. if we don't give them what they want they will go else- where to get it. Tourist Promotion Loans "Realizing this great need. your , Government instituted back in 1948 what is known as the Tour- ist Promotion Loan Committee. This was done to assist in the expansion of the tourist trade. Loans are made for the improve- ment of present cslablishmen-is or for the erection of new projects. "Loans are made for a period of ten years and are re-payablel in equal annual payments. As 1' general policy the committee makes such loans on the basis of 40 per cent 04 the value of the property in question and secures them by s first mortgage. limer- est of four per cent per annum is charged. "Since this policy was inaugu- rated back in 1948 the Liberal Government of this Province as- sisted the tourist opei-sriors to the extent of 320124639. All of this money has been put into the im- provement or building of addit- ional accommodation for visitors. This money has gone to resort owners in all parts of the Pro- NEW WUNDER the possibilities of our Province' ' as a vacation land and took steps to foster the tourist industry.
