SMA See’y F.L HASZARD, President A TELLING TOUR, The success of the recent Conserva- | tive meetings at Montreal makes it easy to accept the accounts of the large attendances at the demonstra- tions which Sir Charles Tupper and his couleagues are addressing in On- tario. It is natural eneugh in its way that three such men should get good audiences. Sir Charles Tupper is a veteran of politics, who won his first re- nown before most peuple in Canada were born. He took a toremost part in the mevements, now only memories to most voters, which led to the form- ation and consolidation of the Can- adian Dominion. He is the greatest of the few surviving fathers of Confed- eration. He is making his last appeal to the people of the country with whose beginnings his name will always be associated. Mr Foster isin the front of the oratorical taient of Par- liament, with a reputation asa _finan- cial administrator second to none in Canada. Mr Hugh John Macdonald besides by his name, is commended to public favor by as manly a record in public life as any who have served the counrty in provincial or federal spheres can lay claimto, It is only now and again hatthree such men appear in conjunction. There is rea- son to hold, however, that interest in the cause they represent, as well as their personality, is an attractive force in comnection with their tour. There were many things that meade the ver- dict of 1896, on the great majority of the issues then up, an incorrect one. Everywhere, outside of this province, the Manitoba school issue was one on which the mass of opinion was against the Conservatives. It was respect for the ccnstitution and what Parliament had pledged itself to, and not sympathy with the sepaiate school,idea, that caused the majerity of Protestant Con- servatives to vote for the principle of the Remedial Bill, and ‘‘coercion” as it was called. Many refused. Mr. Dalton McCarthy led thousands from the Conservative to the Liberal camp; thousands more were made lukewarm or indifferent. The idea was abroad, and was industriously propagated by the Liberal party’s orators and writers, that the Quebec wing of the Conserva- tive party was paramount in its coun- cils, and was driving it into improper courses. With Quebec going over to Sir Wilfrid Laurier in a mass, and Sir Wilfrid Laurier’s turning the Roman Catholics of Manitoba over to Mr. -Greenway’s tender mercies, the grcat cause of Conservative dissatisfaction with the Conservative parliamentary policy was removed. The Laurier Government has done rothing to hold the recruits that ral- lied so timély to its cause. Its leading supporters signed a memorial asking for the appointment of a papal dele- gate to come over and discipline Con- servatives who condemned Sir Wilfrid Laurier’s double policy in matters where the Church was interested. Nei- ther Conservatives nor any others have been made enthusiastic for what triumphant Liberalism means—Sifton officials, Blair deals, Tarte jobs, Bor- den partisanships, a recklessly high ex- penditure, and a defiance of almost every principle that Liberals had [held up as sacred. In federal pulitics the ex- perience of eight general elections shows the country to be Conservative. Opinion was stampeded in 1873 over the Pacific Railway charter charges, amd it was contused in 1896 by the varied attitudes assumed by Sir Wilfrid Laurier’s party on practically every issue that was under discussion today neither stampeded ner confused, It isin a position to judge the Liber- al Government, not on the differing pledges of its members, but on its concrete record. Whatever forces this into discussion tells against it and im favor of its opponents, and the tour of the leaders is forcing the discussion most effectively.
