On the Ministerial side the excuse is made that there were sixor seven vacancies, and there having been a new Administration forined,it is desirable that it should have the endorsation of the people before entering upon itS W0rk- We do not regard the objection as_ having much force, nor the cxcusc as being very sincere. The Parent Government have 'appealed to the country at the present time, as they have a constitutional privilege of doing, mainly because they believe the time is most auDiCi0“S f°1` sicuriug the support of the electorate. The Opposition’s real ground of objec- tion is that theyare taken at a disadvant- age because of the recent Liberal sweep in the federal elections. And our experi- ,ence in watching many elections shows i that it is quite useless for an Opposition The popular idea is that an Opposition ought to welcome an appeal to the people at any time, within reasonable limits. In ‘ feder'alaf1'airs the legal term of Parliament is five years, and in provincial affairs the legislative term is four years, but in both cases the Houses' are subject to an earlier dissolution by executive authority. As a matter of fact in a little over33 years we have had nine federal elections. It is a curious fact that in every case of a dissolution of uié fooemi House wit-bio four years of its election the Government was sustained, while all the defeats followed after a full, or nearly full term of Parliament had expired. ` The first federal Parliament was elected in 1867 and dissolved in 1872 .after Eve sessions. Sir John Macdonald's majority was so small in that year that when trouble came he felt it best to resign in 1873. The Mackenzie Government came in and after five sessions of Parliament went _tothe country and were defeated in 1878. Sir John had the new Parliament dissolved in 1882 and was sustained. After four sessions he again dis- solved in 1887 and was victorious. and was defeated at the polls. If we turn to Provincial affairs ws shall find the same conditions and very similar results. In Ontario the Legis- lature of 1885 only lasted three year°._ In Nova Scotia the Legislature of_:,,1895 only lasted three years. 1`n New Bruns- wick the Legislatures elected in 1887, 1490, 1893 and 1896_each only lasted three ” years, yet in every case the governments _ which dissolved themwere' sustained at the polls. Many other instances might be cited. in Manitoba the Legislatures of 1893 and 1896 only lasted three years each, the appeal in the latter entirely excep tional case being followed by the defeat of the Green way Ministry. So many in- stances in which the peoplehave endbrsei the respective Governments which appeal-_ ed to t-hem at an earlier date than was by law required, go to show that the people 7 do not object to the exercise of the pre- rogative of dissolution.
