It wusa great pleasure to agiiincornc to Charlottetown and speak iii the bcniitifiil new linll iii which he was at prestwnt. THE TARIFF POLICY. . Before referring briefly in lout issues lic would deal more generally with the general governniunt of Canada. The blessings of good government vrerenli that the ordinary individual could get out of politics. Looking at Caiiafla' can we say We llfwe H000 lmrcrnnientl We have had eight years of good iliiancing. The friends in the opposition went tehindhand frrm year to year. It was also taken for granted that the Libcra's would do the same. But the first year of Liberal rule instead of a dcilcit of two or three millions there was a deficit of only a half million. That was u year of divided responsibility but it was the last year of deficits. Since then the surpluses have iiicrcnsctl froiuycar to your till that of 1004 will he greater than over before. These surpluses might have been obtained by excessive taxation but instead the Liberals have reduced the rates of tax- ation on many of the commonest articles in use. The national credit now stands higher than ever b_efore,dcspitc the predictions of the Conservatives led by Sir Charles 'i`upper to the coniru.ry. Today thc credit stands highest iu thc list of the Colonies and it would not he far astray to say that it is as good as the Mother Country, and that is the highest credit in the civilized world. The Conservatives added to the national debt about $52,000,000 during their last eight years while in thc rule ofthe Litcmls not one ceiitlias been added during their eight years of Government. The needs of the different parts of Canada are various. In the west they want railways, iii thc centre are the canals, further cast is the great waterway of thc St. Lawrence and in thc Maritime Provinces are the needs of a mnritiuic pcoplo. On all these various public works money- has been ex- peuderbpaid areall these accounts, and in the end the Government has added little or nothing to the public debt of Canada. But our opponents will say-Sec what money you will take out of the pockets of the people. Soc what has been left in their pockets. lthas been computed that a difference between the tariffs of the Liberals and the Conscriatlves would be $30,000,000 ln favor of thc fornier/I`axation has been decreased and the people are now able to pay more duties and buy more goods. So long as the rates of taxation are not Increased large surpluses are an evidence of great prosperity among the people. 'l‘hc tariff' cannot be made to exactly suit ovcry provliice. The policy of the Government has been to give and take, and arrange aturifl' that will ben mean of the needs of all the provin- ces. Hc _would say therefore that the _ _ , WANTED-A case of headache that I `present tariff is a better one for this province than that of the Conservatives who are clamoring for higher protection. He remeiubered well when Sir Charles ‘Popper told the story of the'wail, the melancholy wail, of the nianufacturers at the inception of the Liberal tariff. Tbcii Sir Charles went to England fora rest and returned next ‘year expecting to see the factories all closed up. But on the contrary the cry of the factories throughout Canada was “Mere men wanted" and that has been thc cry throughout the Dominion over' since. Than the Conservatives raid “lt is our old policy, it has never been changed." If there were any who still tliouaht the some he would say “Let the policy bc administered by those who know how to manage it, not by those wiio made 'a falliirlé of it." Now the Conservatives are pélyocating Adequate Protection but he could not iind any one who was able to rlellne adequate protection*it was merely a. catch phrase which the Tories hoped would take with the country. What would adequate protection mean to the Conservatives in connection with the duty on oil? In Lambton, Ontario the Conservative candidate said-Elect ine and I will increase the duty on oil-while inthe provinces by the sea. they say adequate protection means a reduction of the duty on the same commodity. The same has been true on sugar, on tobacco and on many o'lier articles-adequate protection meaning higher duties ini -Ontario and lower duties in Eastern Canada. Let us assume for the time that the old National Policy- of Sir John A Mac- Donald canic nearest to what the]Con- servatives now refer to when they speak of Adequate Protection. Let us judge the policy by its fruits. Tho Conscrva.tives thought it was ii wonderful thing to increase the trade in 18 years $00,000,000 or four millions n year, while in only eight years under Liberal po‘ic7 tlielintreasc was $228,004; 000. In imports the conservatives in creased thc _trade $42,000,0t0 wlii'c in eight years the Liberal increase- was over one hundred million.s In Sydney, which is perhaps most closely allied to P. E. I., under the Liberals the industrial life has quickened and the effects liavc'bccn far reaching. This has been thc result of a progressive Liberal policy carried in face of Conscrvativei opposition. 'HIE THAN Bl70l"'I`lN ENTAL HAILWVAY. The Conservatives had first opposed< the railway. Now they admit its need , but are not satiflcd with the Liberal way. Canada has been making marvel lous progress in thc great North West duo in great part to thc work done by Clifford Sifton. Millions were spent up to 1890 but the population had not iii- crcascd, land was selling low and a con ditlon of stagnation prevailed. Mr. Slfton took charge and spent money freely in advertising the country through- out Europe and now what is the con~ dition? Today the tide has turned and prosperity is on every hand. , , i This condition hw brought the ,need of tradlc points to Europe.
