'- N I Control 0f0pium Output is Problem 0f Geneva Experts (United Press) GENEVA, May 2--—A program which will limit effectively the production of opium and other narcotics and eventually result in the complete suppression of the drug traffic, has been prepared by Edwin Neville, the American mem- ber on the Committee of Experts of the League of Nations, alld ad- opted by the committee to be sub- mitted at the Opium Conference which will meet in Geneva next November. The Neville plan will be given the support of the Eng- lish delegates to the convention, particularly the sections which af- fect countries boderinz on India whose commerce is carried on through India ports. The Neville plan would restrict the production of the opium poppy ._and the coca leaf plant in collat- ries where it is not known at the present time. Since the cultiva- tlon of the plants is now a. large source of revenueto certain govern merits, lt__ has been found impossi- big to effect the ‘complete era- Tllcatlon of ‘the plant at present. The Neville program, however, suggests that no .state in the fut- ure be allowed to obtain greater revenue from this source than is necessary to cover the expenses in- volved in controlling the narcotic traffic. This is admittedly a difficult problem, since, for instance, the Persian government is reported to obtain one-third of its revenue ‘fromthe production of opium-Tho conference will have to consider the introduction of aiterhatlve crops such as silk, and cotton. Furthermore, special clauses will have to be made for the states which by treaty sro not allowed to raise the customs duties, and thus compensate themselves for any reduction in opium tax revenue. As regards transportation of the drug, Mr. Neville him accepted in principle the system of import and export licenses recently intro duced by the league. which pro vides that the drug be exported for medicinal purposes only on a‘lic- ensa from the importing country. He suggests there should be a re- ciprocal right of search on the high seas in regions agreed upon, and that there should be no re-export M °pl"m' , < (United Press) A permamnl- "em"! ilflflllllifl- TOKIO, May Zw-Ataman Sem- “fin l° receive 511111181 P990118 from inoff, leader of Cossaclwund heir I DDWBTB Wlw 111's parties to thc to Admiral Kolchnk’s illusory title friilnvellllvll would be established. as supreme ruler of the Russian, .
