We sometimes hear complaints of the unequal population in the several elector- al divisions of Canada, but these are small indeed compared with thn inequali- ties in the United Kingdom, the birth- place of representative institutions. In Canada the constitutional act provides thatthe Provinces shall each be represent- ciseiy ln proportion to population. In the Mother Country, as the House oi Com- mons ls at present constituted, there are 670 members, of whom 4135 represent Eng» land, 30 Wales, T2 Scotland and 103 Ire- land. Thus Ireland has a larger repre- sentation than Scotland and Wales to- gether, while Scotland alone has more voters than Ireland. The over-represents tion of Ireland is the result of her diminishing population, no doubt, but it is n question which must be dealt wltli in the not distant future, even though it shall create some dscontent and pre~ test. The number of persons now entitled to vote nt parliamentary elections in the lfnlted Kingdom is set down in a recent return as 7,060,702. OI this number 5,i`>i3,~ lTU were found ln England and Wales.
