This amount, said the Chief Justice, was short by upwards of $6.000. Con- tinuing to quote from the letter, he said that Prince Edward Island (eil far below any of the other provinces. With a population of say 90,000 people, even at 50 cents a. head it would bs $45,000 per annum_ As a matter of fact, we have not been able to realise even forty-thousand, and our population is more .than 90.000_ The average for the Dominion this year, the letter continued, will be nearly $1.60 per head, more than four times the amount contributed by the people of Prince Edward Island per cspita_ Sir Herbert Ames also asked if the Government would be wil- ling to grant s suilicient sum io bi-ing the contribution of this province for the year 1917 up to $50,000. His Lordship said that ws should raise from all sources for 1917 at least $50,000. What amount tliej Go- vernment might deem proper to give was a matter for its consideration, but he thought the money should be rais- _ gg ted t at party politics in Prince Edward Is- land should be forgotten for the present and both parties “unite and form a general caucus." “We are all engaged in _an ente~rprise.“ he said, "and we must win_ We must raise the money. and I throw out the sug- gestiqn whethT it ls. not possible that they coul develop some equit- able _schetne that would bear evenly on poor and rich alike and have a proper, distribution of this fund col- lected through the machinery of the Government »I. .am aware it is uii- popular to taxpayers. This is a time when we are not considering; things that are popular. We are' considering what we are bound to do, and I am sure the farmers of the country and the people of Charlotte- town would respond_ I am sure if the Government aided by the Opposition, would sink their differences on this question-and I don’t see where therc` should be any differences-to enable' the Government to realise, through its machinery, with as little expense as possible what is needed, it is the most satisfscfldry way of raising the Fund." The Chief Justice also said that many of the pledges which had been made had not been redemsd, and there was no way of enforcing their redemption If there were a Government scheme it could be enforced. THE PREMIER'-8 ADDRE8S_ THE PREMIER: Mr Chairman, the proposal which you have ,lust made, of shifting the responsibility of rais- ing this fund as far as possible upon the Government, is quite a natural one.
