the Empire. Newspaper postage in Cana-
da is merely nominal. It is also merely
_nominal in the United States and be-
tween the United States and Cnnaéa.. In
the British Islands it is higher, but not
altogether excessive, but between Britain
and Canada it Is almost absolutely prohl~
bitory. `
We regard the tale ration of such condi
tlon's by the British postal authorities as
T a piece of inexplicable gtupldlty, the
more inexplicable from the low rate of
letter postage that has for some time ex-
isted. The faults lies on the other side of
the ocean altogether. Our Government
and people, and especially our newspaper
publishers desire to see the obstruction
cleared away. This odious tax upon in-
telligence, and especially upon intelli-'
_gence in printed form passing between
two portions of the same Empire, is whol-
ly chargeable to the ‘British Government
and postal authorities. It is the main
cause ofthe dense ignorance which pre-
Caiiada. It is also the main reason why
the average Canadian is by no means so
well informed as he ought to be with re-
gard to what is transpirlng in the Mother
Country. . _
i' Nor is this all. We are quite as badly
of with regard to the telegraphic news
service across the Atlantic. No one
should be better informed with regard to
the close relations between the malland
telegraph services than those in author-
ity in the British Isles, because within
the United Kingdom the postal service
and the telegraph service are ‘both under
Government conti-oL But in the matter
tic all is diferent. The cable eompanies
sultsthat; the news service between the
Old and New Worlds being chiefly be-
press associations which have their home
in the United States. As a matter of
fact nine tenths of all the news, political
and general which passes* benween Can-
ada and the United States is filtered
through American agencies or prepared
primarily for the United States market.
Thus but scant gleanings of Canadian
news reach the Mother Country and these
are colored to suit the United States view
while of British news that Canada re-
ceives is at second hand, and made up cf
items and topics often selected by persons
who have no good will for either Canada
