The recent judgment of the Privy Council vesting control of radio in the Dominion has left the Gov- ernment free to take action in in- stituting such a scheme of radio broadcasting as might be of bene- fit to the country. The present con- dition of broadcasting was not sat- isfactory; Canadians had the same right to enjoy the advantages of that science as other countries. E. N. Rhodes ln llis capacity of Finance Minister, fully lived up to forecasts of drastic retrenchment. The new Finance Minister asks parliament to appropritae $356,773,794 for the new fiscal year 1932-33 which will open on April l next. This is just $29,620,614 less than the main es- tlmates for last session called iol‘. It is a reduction of $43,628,000 from the total appropriations mode for the present fiscal year which is fast drawing to a. close. Reductions are sweeping. Tllcy apply -to practically every deport- ment of government. The Public Works Department, one of the great spending organizations of the Government, will have to curry on for the coming fiscal year with approximately nine millioll dollars less money. Consequently the in- dividual votes for public buildings, wharves, harbors .lld ritx-rs, roads and bridges, show u decided shrink- age. The appropriations for the Dc- partment of Railways and Canals have dropped by approximately six millions from thc total appropria- tions of the past session. Natlollzll revenue, aviation, trade llllrl colu- tnerce, marine, agriculture, pcll- sions, national dclcllcc, Cllfll sllou decreases considerably allott- the million dollar mark, and, ill some cases, greater than two or Lhrcc millions. Departmental activities, in many cases, will have to be coll- siderably curtailed. The ten percent reduction in civ- in the estimates, although parlia- ment has not yet dealt with the proposed government legislation which will provide for this cut. It is not difficult to pick out the departmental increases in thc cs- tlmates brought down with the exception of an advance of s13,- 204,92l in the amount nllottcd to meet interest on the public debt, only two increases are recorded i the long list. The amount appro, fated for the Royal Canadi ounted Police oi’ 538119.605 0485,1312 more than the to; amount for that service in the c. tlmates for the current year. Ti.- main estimates for the R. C. M. P. tabled at the last session of Phr- liament totalled 53175341. In du- dltion there were ylcnt sup- plementary cstilll .11 brought the total up to $ 30. The single other departmental‘ increase shown in the estimntc ls one ‘L600 in the provisic for Ac‘ .ation of Justice. The v. h; for the Department o1 National Defence, as listed in yes- terday's estimates, show some in- lteresting reductions. Lnst sessions appropriation of $400,000 for cadc: services, which was tile subject o‘ controversy in the commons, is Clll to $100,000. For the naval scrvico the sum of $2,462,000 is appropriat- ed in today's estimates, as against a total vote of $3,375,000 lust scs- sion. This is a reduction of $913,- 000. The decrease ill the amount appropriated for militia services when main cstimntes for the com- ing fiscal ycar are compared with . those of the current year, is OVCI‘ a. million dollars. | Aviation is another govel-lilnent l activity which will suficl" ilcnvlly as a result of reductions. At fllc last session of Parliament a total I sum of $5,442,000 was appropriated for aviation. The estimates hnvn lopped off $3,092,000 of this amount leaving the aviation branch Willi the Commons to the effect that hr ilad contributed $10,000 to General, McCuaig as a Federal paymrnt. lie in his Lmdon speech. and ho thought the cvidcucc borc nut his statement that a coiltribu‘i<~n llnd been made to C0llscrvat.vc cam- paign funds, and subsequently rc- turned. Of course it is possible that a further amount will make its appearance in the sup- plementary estimates. Out of this $1,750,000, expenses in connection with maintaining the air force, civil operation, and such air mail activities as remain, must be met. Along with the ten per cent cut in civil service salaries, the estim- ntcs brought down yesterday reflect n similar reduction in indemnities of members of the House of Com- mons and Senators. The provision of $090,000 for Commons sessional indemnities is reduced to $891,000. The appropriation of $384,000 for members of the upper chamber be- comes $345,800. Qne of the big items in Canada's bill is that of pensions. Here the government has made a reduction of $2,500,000 bringing the amount’ appropriated for European war| pensions, and for naval, militia and air force pensions after the war down t0 848,000,000.
