In the following January the Commission met in Washington where first Hon. Mr. Dingley and, six weeks later Lord Herschell died. By subsequent appointments the vacancies were iilled and the work went on until a basis of agreement was laid for the settlement of most of the questions referred, but in re- gard to the boundary between Alaska and Canada no agreement was attainable and the Commission adjourned indefin- itely, the American and Canadian Com- missioners reporting to their respective Governments. The High Commission was not, how- ever, dissolved and may be called to meet again at any time by concerted action of the Governments interested. After the failure of thc Commission the British and American Governments agreed upon a temporary boundary between Alaska and Canada,to be maintained during pleasure, `or until a permanent boundary can be settled by treaty and properly delimited. In this unsatisfactory state the questions at issue between Canada. and the United States remain. One of the difficulties of the present condition of affairs as affecting Canada was brought to light a few days ago in Parliament when a resolution was moved by the Premier for the appointment of a second Inspector of Penitentiaries at a salary of $2,000. Sir Wilt:-id explained that the necessity for thesecond Inspector [ive regular penitentiaries in Canada it was found necessary to maintain another or long-term prison in Dawson City. “We cannot," he said, “at the present time bring a convict from Dawson to the British Columbia penitentiary except through territorythat isiin the hands of the United States authorities, and claimed as Ameri- can territory. The moment we brought a prisoner to Skagwa.y,_ for instance, there is no doubt whatever that he would be released from our authority. Behind all this lies the question of the removal of trade restrictions as far as may be practicable. It will be seen that there is a vast field within which the Joint High Commission _may work for improving the relations between the two nations that jointly con~ trol the North American continent. It is important to learn that the Commission shall shortly resume its meetings. At least we take it that Sir Wilfred Laurier would not have spoken so confidently witliout some knowledge of the disposi- tion of the Washington authorities in that regard. And when the Commission shall moot again let us hope it -may ` happily effect a fair and permanent settle- ment of the numerous and dimcult inter- national questions now pressing for solution.
