Some members of the Legislature seem to think that the bill entitled ‘‘An Act to amend an Act to impose a direct ‘ax on certain Classes of Traders” is not really a; license law. That they are wrong in this regard is evident upon the slightest con- sideration of the matter of the bill. The bill provides that those commercial travellors and liquor dealers who may pay certain sumsof money inte the public treasury and comply with certain condi- tious, sheli have the right and pr.vilege of selling their ‘‘goode,” “wares,” **merchin: dize”’ and “liquors” within this province and city, respectively, while those who do not pay the fee and comply with the condi- tions shall be puniehed by fine and im- prisonment, If thisis not a licets: law, pure and simple, we cannot imagine aoy law that could be so described. “‘License,” ‘** wonopoly,” and “ the protection of law,’ are given those who may pay tae tax and comply with the conditions, All others are outlawed in sofar as the liquor busi- ness in this city isconcerued.
