Agriculture Seen Soviet Weak Link WASHINGTON (AP)-Sir David Kelly, British ambassador to Mos- cow from 1949 to 1951. Monday named agriculture as "the Achilles Heel" of Russia. 5Durlng the great drive to im- pose collective farming there was ii. slaughter of cattle which has never been made up.” Sir Davlii said. In a London interview copy- righted and published in the week- ly magazine "U. 5. News and World Report" He said the Russians had pub- lished blunt figures showing agri- cultural wt-akneaseh because "pre- mimsbly they found it. necessary to arouse and stimulate fu-Indra." Sir David expressed doubt that the Soviet. Union could fulfil its "indications" of more consumer goods for the Russian masses. When Stalin died. he said. his great prestige went with him and the Red rulers are now more de- pendent on officeholders. .. .u- tives and technicians --who with their families total millions.
