A large per- centage of the couatry is mountainous and practically waste land. It is divided into s'xtsen provinces, embracing a total of 256.399 square miles. Its population in 1885 was only 2 524,476. --®ince the election law againet brib- ery was made strict and given to the courts to entorce, sentence of disqualification has been pronounced against six meinbers of parliament found guilty of personal corrup- ‘ion. Five of these were Liberals. They were : Mr Hughes, M P for Niagara. Mr Walker, M P for London. Mr Joduin, M P for Chambly. Mr Cushing, M P for Argenteuil. Mr Purcell, M P for Glengarry. Mr German, M P for Welland. Still the *‘Libarals,” with Mc. Mercier in the van, pose as they party of purity ! —The New York World draws a picture which is not likely to enamour Canadians of Ir gays : “The prevalence of crime is at no time a pleasant topic to dwell on, but there are umes when the open snd unpunished de- fiance of law renders it a duty to call pub- lic attention to the situation. It is not pleasana to think that five notorious crim- inals convicted by the courts of this state are at large under stays granted by an ac- commodating judge; that dives fisurish un- checked in New York city; that tarring and feathering of a young girl is possibie withina few miles of this city, and that vur railroads laws aud building laws are in- sufficient to secure ordinary safety to human life The daily news reports of the papers are evidence thai we need not only many improvement in our punitive legisla- tion, but much more vigor and energy in enforcing the existing laws.” —Sir George Baden Powell, who inspect- ed the transportation train which recen ly conveyed the marines from the Pacitic to the Atlantic, recognizes the enormous value of this means of conveying troops from one portion of the empire to another, and in a letter to the London Times he ways :—- **Mr. Goachen's far-sighted action in line of armed merchanimen, which can «ross to Ykohame in 11 days, now enables us to reinforce our China squadron within 22 days from England should need arise. The present troubled cutlook in China is alone sufficient to make us grateful that this pos- sibility has been opened oat to us betimes. The pioneer trooper train has proved it to be feasible to trausfer crews of ships on the Pacific station to Eng!wad within 15 days. Until this very week such transference necessitated a 50 days’ passage round Cpe Horn or via Suez. We may hereby save the material expenditure and waste of time of several waeks’ travel for every seaman and officers going toand from the Pacific. This accomplished faet proclaims eluquertly the enormous advantages we secure from the co-operation of our great Canadian Dominion in the defence of the Empire, and in our ability to support the United States in upholding the intereats of civili- ation in these remote parts of the world. We thus gain, together with a saving of expense, new and invaluable strategie ad- vartage. Tempera ce. An open lodge meeting, under the auspicss of the Templars of Keefer Lodge, L. vu. G.
