FRUIT GROWERS’ MEETING. co ae ee Sir,—Having attended the meeting of the P.E. In all official quarters the most intense interest prevailed, but there was no ex citement and noneof that anxiety and tension shown during the memor- able! days of last summer, when decisive blows were being struck at Santiago. Early in the day,Geueral Otis cabled the War Department a brief but comprehen- sive despatch. It disclosed that severe fighting was going on, with the forces ad vanced as far as Mariolow, while the in~ surzen’s under the command of Aguinaldo were being driven backwards with great slaughter. This and the press despatches satisficd the officials that the strategic movement of entrapping the insurgents had not proved as successful as was de- # zned, aod that the move bad now shifted t» a retreat by Aguinaido’. forces and pur suit by our troops. Exterminating the Negroes in Little River County, Arkansas. Tsxarkana, Ark., March 27.—Race war is on in Little River County and during the last 48 hoursan indefinite number of negroes have met their death, at the hands of the white population. Seven are known to have been lynched and the work is not done yet. The bodies of the victims of the mob’s vengeance are hang- ing to the limbs of trees in various parts of the country. The country is in astate of most intense excitement. Little River covnty is in theextreme southwest corner of tbe state, being bordered on the west by the Iodian Territory and on the south by Texas. The negro population is large and has for a long time proved very troublesome. Frequent murders have oc~ curred and thefts and fights have become common affairs, but it was not until Tues- day that the trouble assumed a« serious ae- pect It then developed that carefully laid plans had been made by a number of neg~ roes to precipitate a race war and that many white men had been marked for victims, Ic is learned that 23 negroes were implicated in this plot, and the whites are now benton meting out summary pup~ ishment to the entire coterie of conspira- tors. Seven have been killed and the work of wiping out the entire list continues with- out relaxation. Wherever oneis found he ; is quickly strung up and his body perfera~ ted with ballets. ——— es SLUSH ! Sir,—The writer would like to call at- tenticen to the diegraceful condition of many of the sidewalks throughout the city. In many plac:s it is impossible for ladies or children to get along without getting wet feet. On Grafton street, near Ucffin’s corner, the slush ie several inches deep, and iz: eeveral places on Kent street it igeven worse,—one very bad place is opposite a double-dwelling house, hearing the numbers 388 and 386, At these places the siJewalk is simply ” deep gutter. If there is a law governi this matter why is it not enforced ? aed if there ie no law and public decency will not compel these people to keep their sidewalks clean, why not have the city employes do it? If the city is going to do it, it 18 quite certain that sufficient men nut be employed, as certainly one man, creased in good clothes, looking ou at two men trying to shovel slush, is not going to unprove the streets very much, Crrizen.
