Foster, ove of the American commissioners, said vesterday of Chinese affairs: ‘Che situa tion at Pekin appears to be grave, but my conjectures are based on newspaper reporis and knowledge of Oriental character. The Dowager Empress has for years been the real ruler of China. I regard her as one of the most remarkable women of the century. Four years ago, in accordance with Chisese custom, she retired from public lifeon at- taing her sixtieth year. There were grand ceremouials, and great was the satisfaction of the nations who had incurred ber hos- tility. ‘Now it would appear that the situation resulting from tl:e war had led her to as- sert herself once more. It is difficult to conjecture the real fate or position of the Emperor, who leads a life of prison-like seclnsion. Pexiy, Sept. 27 (via Shanghai Sept 29) —The developments of palace affairs con- firm the belief that the emperor, by the radical reforms which he had decreed, prepared himself for the blow struck by the Dowager Empress,the successive edicts furnish a history of the trend of affairs. The emperor’s chief adviser, Kang-Y uwei, obtained unbounded infiuence over him and inspired the reforms. The official classes Opposed. him and consulted the Empress as to means to nullify these re- formes. The current story is that the immediate cause of the emperor’s downfall was that be appeared one day in European clothes. This offence, it appears, was aggravated by the arrival in China of the Maquis Ito, the Japanese statesman which élarmed the palace officials as foreshadowing Japanese dontination in the empire’s councils. His present appointment is directly due to a sermon he preached last Leot, when the whole court was profoundly affected. His friends predict that he will one day fill the Papal chair. The Hon. George M. Bowers, U.S. Fish Commissioner, has presented to the Cor nell University a collection of fresh water and salt water fishes nambering between four and five hundred thousand specimens. The collection, insofar asit consists of living fishes, will heof great value not only to the zoological department but also tothe College of Forestry, in which a course in pisciculture and venery is to be in~ troduced.
