Dowdell attributes the problems to bad manage- ment. He says that a financial co-ordinator for CFS has been hired and that “this year’s budget is the strictest yet. We plan to eliminate the deficit. ” SU president Jack Keefe, PEI Central Committee Re- presentative, Howard Beattie, and Councillor Margaret Archibald are presently attending CFS’s bi-annual general meeting in Ottawa. Archibald believes that the results of this meeting will be a “deciding factor” in the referendum question.
