uncompromising opponent of every form of militar-
ism. In his oratorical efforts he was ever inclined
to wam his hearers against the danger of being drag-
ged into thc maelstrom of European niilitarini. This
particular forin of dread seemed to be ever present
before his eyes, especially when he set out to discuss
the policy of drawing into a closer partnership the
various coniniiinitics comprising the British Empire.
His sincerity in his oft expressed desire to keep-T5!
Canada from taking part in any Iiuropean \var may I
well be questioned after reading several of his speech-
es, especially some of his recruiting efforts recently
delivered in the Province of Quebec.
It is quite true that lie, with inuch apparent fervor
advises, and even urges his co-patriots to enlist for the
war. He has told them that the war is not only a just
one, but is also a tight for the preservation of our
liberties and the worI<l's civilizatioii. This would be
all very cmiiiiiciitlziblc did he not completely destroy
the good effect of his advice by charging against the
British (_ioveriinie1it_ and the people. the alleged
wrong doiic when tht-_v failed to go to the help of
France in the Fraiico-l’rii.<siaii war of l8;'0. This
is certainly a strange complaint from a statesman \vlio
has so often, and so persistently, denounced war and
all preparation for war. and the cornerstone of whose
opposition to Imperial co-operation was the profes-1
sed fear of its incrcasiiig the chance of our being
involved in the zirined e1»iitli1‘ts of liurope.
\\1e all know that Sir \\'ilfri1l opposed Canada par-
ticipating in the Soittli .\fricai1 \\'ar until the influ-
ence of public opinion 1'f»i'ced him to permit our vol-
unteers to go forward in conjiiiictioii with troops
from all parts of the l'lmp_ire, wearing Canarliaii uiii-
f1_-rnis. and bearing Caiiadiztii arms in tlef-nee of the
limpire.
The result of recruiting in the province ot' Quebec
has been very disappointing. .\`o other province
shows such poor results. _\s coinpzired with Uiitririoj
she has contributed le.-s than one-tifth.-altlioiigh;`
her popiilatioii is alniost as great. Still Sir \\"ilfrid
Lriiirier in the nioiith of llecenibcr last, while addres-
sing llioiisaiids of his coiislitiieiits in Quebec Iiast,
ticenicd it proper to find fault with and reproacli the
.\'lother Country because she did not join with lfraiicc,
in 1870 in the war against Prussia. ~
It must be apparent to the least observant what an
injurious effect tzitiiits of this kind would produce at a
recruiting meeting in Quebec. liven if the censure
were justified the time and the occasion would surely
appeal to this great enemy of militarism as being'
most ill-timed and inopportune. .t\ll his life he has
professed to be 1iircctiii;_{ his energies against embroil-
ing L`ai1ada in the warlike coniplicatioiis of liiirope.
Yet on this occasinii as on previous occasions he
loudly coniplaiiied because our country was not in-
volved iii that war.
But was his censure justified? _
Anyone conversant with the facts will have little
hesitation in coming to the conclusion that his strict-
ures were unfair, unjust and unreasonable.
Sir \\'jilfrid Laurier is a student of history and
thoroughly understands that portion which deals with
thc Fratico-Priissian war. llc kiiows well that the

conflict was the only proper and justifiable oiie.|

from duty one day during the year but he wrote on
the card that he had been in a hospittal for several
weeks. Other questions were handled in a similar

his employ. The young man is now without a position
and is likely to continue so as a letter of recoiiinienda-

be possible to resume operations in
