Should it appear to the Board that any part of such arrears is comprised of improoor- reduction of valuation made by any agent of the City and that such reduction has induced the taxpayer to fail to enter timely appeal, then Board shall grant leave to such with by the regular Board of Ap- peal from Civic Rates and Assess- ments, and the said regular Board shall forthwith hear the said ap- peal and report its findings there- on to the Board hereby constituted, and the latter Board shall thereby reduce or confirm the said assess- ment and the amount of arrears. ‘i.
