June 10 (AP) - The third quarter of 1951 will see the tightest steel supply of the current war emergency, Steel magazine predicts today. Demands of defence production will leave only about 30 per cent of the available supply for man- ufacture of civilian goods, the weekly publication estimates. A related problem approaching the steelniakers is the Controlled Materials Plan, which goes into effect July 1. Steel says the C.M.l-'. will only "warm up" during ,the third quarter, with complete tran- sition from the priorities system unlikely before the fourth quarter at the earliest. Preparing for the change. steel control authorities have been issu- ing additional regulatory orders on production and distribution. Third quarter use of iron and steel in most consumer durable goods is restricted to 70 per cent or base period consumption. Automobiles are controlled un- der a separate regulation which will cut third quarter output about 37 per cent under the same period in 1950. Steel production held at 103 per cent of theoretical capacity last week. (GP)-A Canadian Legion spokesman was told recently it is "an outrage. ous presumption" to assume that the Government will grant no further across-the-board increases in war pensions if Parliament ad- opts a current proposal to help a. minority of pensioners who can't work. The statement was made by Mel. Leslie Mutch, parliamentary assistant to Veterans Minister La- pointe. It came as the clash be- tween the Government and the Legion over what should be done to help pensioners financially pro- voked four hours of running bat- tie in the Commons F see on Veterans Affairs. Exchanges between Dr. C. B. Lumsden of Wolfville, N.S., first vice-president of the Legion, and Liberal members of the committee were unusually forthright. Throughout them, with support from Progressive Conservative and social Credit membe s, Dr. Lume- den stuci; to the Legion's basic argument that the proposal to pay an unemployability -um-' t to as of right. It would be adoption of an alternative which in the future would decree that further help would be awarded on a need basis rather than a basis of right. At this point Maj. Mutch said that it "is an outrageous presump- tion to say that by accepting it 'palllative' you are closing. the door to any basic increase in the pension in the future. What basis have you for that assumption oth- er than pure conjecture?" Dr. Lumsden said the difficulty the Legion was having in arguing for a basic increase now-before the supplementary payments went into effect-indicated that the job would be even tougher once they went into effect and the principle underlying them was established. Maj. Mutch's retort was that "whatever is done ultimately for basic increases, there is an urgent need now that needs action... this is no subterfuge.
