" | The Easter Term of | srs. | the Supreme Court commenced its sittings | creasing CORRESPONDENCE, ~en eA | ANSWER ' ! fo the Editor of the Examiner Sus :—In your iast issue, a correspondent over the signature ‘A. MeD,.’ accuses me | with the authorship of a communicas tion’ to Eva, signed * MacDuff,’ extracts from which are reproduced. Of the New those extracts, or of the subjects of which | hey treat, Iam neither the writer nor the uuthor. Buatas the matter is so strongly }put, andas‘ A, McD.’ appears to be able | toavail himself of information, the. corrects | | ness of which could only be assured by close | intimacy with, or by application at the | Clerk’s office, I think I am fairly justified in reviewing so much of his letter as will | be interesting to any citizen who may take the trouble to read either of our effusions ' and this I do without intending to preju. dice either the late or present members of | the City Council. | ‘A, McD.’ says: ‘When the friends of | the F people came into power in 1871, they | found the City Treasury not only depleted, but on the verge of bankruptcy.’ I have not taken the trouble to see who were then, nor in the subsequent |year; but I see that from the City Ac- counts, the revenue at that period was insufficient to meet demands for the in- growth, extent, and necessities of the city. It is, therefore, I presume, that the Horse and Carriage Tax was ims posed, for it was passed on June 29th, 1372, and it provides that horses be taxed $2, and carriages $1 each. Another Act was passed, on the same date, providing that property—under certain expressed cireumstences—situated between Pownal and Prince Streets, on the one hand, and Water and Kent Streets on the other heaesl, be assessed for one half the cost of ‘ her ing down, constructing and repairing’ the sidewalks within that area. lam not now in a position to say how much of the macas damizing fund was saved by this measure, but it is evident that it enabled the Fi- nance Committees of the time to work to considerable advantage. Councillors A third Act of the Legislature, of the same date as the ones mentioned, con- tains this significant clause :—‘ Whereas, * * * * the City Council of the city of Charlottetown are empowered to add the! sum of three pence in the pound to the assessment of one shilling in the pound, ie and, whereas, the said sum of three pence in the pound, is inadequate for the purpose therein recited: Be it therefore enacted that the said City Council shalj have the power to assess, in additinn to the said sum of one shilling in the pound, * * * the sum of sixpence in the pound upon the rental,’ &., &. The concluding clause of each of these Acts provides ‘‘ That the sums arising from the said assessment shall be expended in macadamizing the streets of Charlottetown and for no other purpose whatever.” a Now, sir, let me assure you once more that my idea is not to throw blame either on individuals or parties in the City Couns cil since 1871, but to show, not only ‘A, McD.,’ who, I am satisfied, ought to know, T0 A, MCD, PUTAL, Head Office . McD.’s’ laudas tory statement; that the ‘Friends of the People’ were not long in power until the finances were in a flourishing condition ; old debts were paid off; improvements began ; sidewalks were laid ; streets were properly macadamized,’ &c., &ec. It may also enable him to realize the truth of the commonplace adage, that ‘there are two sides to a story.’ The next statement demanding attens | tion, is the one in which ‘ A. McD.’ says: | ' | ‘ The Treasury is again depleted,’ &c., &e. | I undertake to say that this is substantially | incorrect. So far as I know about the City | Accounts, the incurred expenditure at this | time of the year is always in excess of the | receipts, for various and good reasons, and | it isas unfair to make this charge now, as | it would have been to have made such a | charge in March, 1874, the proof of which | I shall willingly give ‘A. Well, | Sir, I don’t think it will reflect any dis- | credit on members of the City Board of | Health if I gratify him, bearing always in | mind that uz knows well enough already, and | I do so the more willingly, that the enquiry | is made on behalf of the citizens. In conclusion, [ think I may say—without caring to enlighten him on my temperance proclivities—that if ‘A, McD.’ be as unsuc< cessful in his discussien with ‘MacDuff,’ as I fancy he is in endeavoring to embroil me ina matter in which I haye no personal or pars tizan interest, it is time he should subside ; and I assure him, further, that I write thus without inspiration from patrons or fear of enemies. And now, Mr. Editor, having given so much ‘ information for the million,’ which I hope will neither offend nor criminate, I beg respectfully to be per- mitted in future to earn my bread in peace. and promising ‘A.
