[Spsorat ro THe Examiner] Orrawa, April 14. —There is little pos- sibility that Archbishop Dabamel will be the next Canadian Cardinal. While for some time the rumor bas been going the rounds that the Archbishop of Oitawa would soon be chosen to wear the red hat, the case is viewed differently by thoee who are in a positionto know. The fact Of the matter is that the Diocese of Ottawa is too poor to support properly the dignity of the Cardinalate. Mgr. Duhamel, in conversation recently, admitted this to be the case. He pointed out that it takes about $20,000 alone for a cardinal’s equipment. He believed that since Ottawa ie thus precluded from the possibility of having a cardival, Halifax will be the favored city and that Arch- bishop O’Brien will be appointed to the sacred Coliege. (Sproat re Tae Examingn.] Hairax, April 14.—A despatch from Ottawa to the Chronicle says that if Sir Charles Hibbert Tupper’s present arrange- ments are carried out he will resign his seat for Picton at once snd go into provin- cial politics in British Columbia. His object is to endeavour to get con~ trol of the Legislature there and in this way manpage to swing the province around in favor of the conservatsve opposition at Ottawa at the next general election. [SpaciaL to Tae ExaMinet,]) Lonvoy, April 14.—The Chancellor of ; the exchequer has presented the budget. He said that the trving periods of Inst year, the Spanish American Warand the differences on the Niger and the Nile, had no prejadical effect on the eountry’s rev~ enue the result for the year being a small surplus. He estimated the expenditure for the coming year at £112,927,009, an increase of £6 098,000 over last year. The total increase of expenditures during the last foar vears being no less than £19, 096,000. If this inerease was to continue, the speaker pointed out, Parliament muet agree to @ large increase of taxation or dis- cover new and productive sources of revenue, or the result woulu bea reaction against great expenditure, anihs feared thatsuch a reaction might impair the j «ff ctive defensive services toa point in which they unhappily stood during last geueration. In conclusion, the Chancellor remarked, we are able to estimate a revenue of £111,157,000 to meet the expenditure of £110,927 900 leaving a surplus of £230- 0.0. The large expenditure is not due to en aggressive policy upon our part but has been forced upoa us by increased and iv- creasing armameats of others and in consideration of our unique naval pros perity and security.
