DOMINIONB CONBULTED 3 Announcement of the provisional agenda follows consultations by the Canadian Government with the governments of the United King- dom, Australia, New Zealand, Un- ion cf South Africa, Irish Free Stats, Newfoundland, India and Southern Rhodesia. The work of preparation of the programme of economic questions to be discussed is one of the important prelimin- aries to the parlay. Back in the winter days of last session, Canada prepared a draft agenda which it circulated to the eight other countries of the British Empire, all of whom are sending delegates to the conference. Replies were subsequently received from the various parts of the common- wealth. In each instance, these communications were transmitted to the other Empire countries. On the basis of the draift agenda and the replies of the several countries, the provisional agenda announced tonight was prepared. The agenda. gives wide range for tariff and ,monetary discussion. Tariff experts here were interested tonight in the clause which pro- vides for a study of “Empire con- tent" of goods given British prefer- ences. At present the tariffs of the commonwealth countries vary 'greatly in their requirements, in this regard. BRITISH PREFEBENCE In the Canadian tariff to obtain the advantage of the British pre- ference, goods must be 50 per cent Empire content which means in material or labor or both. The only exception is in the case of cotton yarns and fabrics which only re- quire one third Empire content. When Canada first initiated a preferential tariff in favor of the Mctherland in 1897, the British content requirement was only 25 per cent. While I-lon. J. A. Robb was Minister of Finance this was increased to 50 per cent when it was found that other European countries were shipping through Britain and by slight processes in Britain were able to obtain the pre- ference. The textile manufacturers in Britain protested that 50 per cent made it impossible for them to take advantage of the prefer- ance when raw cotton was dear and the special reduction in the case of cotton goods resulted. In Great Britain when it recent- ly put on a tariff, the free entry of Empire goods was dependant upon the products being 25 per oent Empire content. It has been the cause of considerable criticism in Britain ls not being g severe enough requirement. As an instance goods it per cent U. B. content and only 25 per cent Canadian content would obtain advantage of the pre- ference if shipped from Canada. Australia has two regulations governing Empire content.
