revenue by duties upon certain classes of
imported goods. We place no taxes upon t
exports except in a few rare instances. M
And it is in the nature of things that t

into thc country, be those duties high or
nianufucturcs of the same sort.
Just here there are wide differences of A
opinion among the Canadian people.
There areniany who helievc in utarid
for revcnuc only. With these thc revenue
is thc sole object. Some of them think
the protective feuturc of no real value,
but these are probably in a minority
among the “revenue tariff" men. A tariff
ior revenue affording incidental protec-
tion in the real belief of the many. They
would have thc turifl' frumcd solely to
meet. the requirements of the revenue,
but think the moderate protection thus
u'l`orded is u good thing.
The protectionists form another chiss.
They are believers in the principle of
protection, for the sake of keeping the
home market forliome manufacturers,
thus, as they think, keeping money in the
country, affording employment to our
own people at home, and by thus foster-
ing honie industries providing new and
lucrative sources of wealth. With these

men the revenue is a secondary considern
tion. They think it ngood thing that
the tariffproduccs revenue, but have no
hesitation in approving a tarltfso high
