Aug. 31 -When the Electoral College at the General Synod at the Church of England in Canada meets in .Victoria on September 7th to elect its eighth Primate in the 58 years since its founding. it will do so through a thoroughly democratic selection by both clerical and lay delegates. The church head may be any bishop or archbishop in oh'ar-ge of a Canadian diocese-a. diocese be- ing one or the 28 regions into which Canada is divided tor .pur- poses of church administration. The archbishops are known as Metropolitans and preside over ecclesiastical provinces. each of which contain a number of diocese. Bishops who would not be eligible for the Primacy are suiiragan and co-adiutor bishops-i.e. assistant bishops-and bishops who have re- tired as diocesan heads. On his election, the new Primate takes the title at Archbishop. if he is not already so designated, and becomes President of the General synod. He may serve for life or as long as he is bishop out a Canadian diocese. lie may resign by written notice to the Senior Metropolitan. but his resignation becomes affect- Ive only when it is accepted by a majority of the bishops. The Primate is elected by the General Synod, acting throughan Electoral College. The Electoral College is made up of Bishops of the Upper House and other mem- bers of the Executive Council elected or appointed as provided by the Church Constitution. The Electoral College attends a Celebration of Holy communion on the day of the election and then convenes for organization and hears the report on the credent- ials of its members. Then, the bishops retire and sit as an Upper liouse, apart irom the remaining clergy and laymen who constitute the Lower House. Voting By Ballot - At this point. the Upper House submits three or more nominat- ions for the office or Primate to the Lower House which votes pby ballot until an election results or until it asks the Upper House for additional nominations. No ldcbritc is permitted on any motion or ballot. and each nomination inust be voted on.
