Sir,—Being a parent myself, I read with some care the Curfew Bye-Law as printed in Tue Examiver of iast night; and although it was no doubt either drawn by the Recorder or revised by him | before it became Jaw, it seems to me to le a little ambiguous and rather difficult to enforce. In The first sec ion we read © That boys and girls under the apparent-age” etc. Apparent to whom? To the police, no doubt, and it does not matter whether the boy or girl be under sixteen or not, home they must go, and we may faocy the indignation of the youag man or lady, who may “look young for their years”, as we say, when brought home to their papa or mamma and left atthe door with — the authoritative injanction that Master —— or Miss —— should go straight to bed! The second section directs how the children are to be dealt with by the police. They are to be warned; after that, ifthey are found loitering on the streets, they may be conducted to their homes,— that is they may stay out as long as they ike after being warned provided they do not loiter. But the chief and first difficulty here is the same that exists in making “Hire Soup.” “First catch your hare” says the immortal Mrs. Beeton, an’ one cau fancy the arduous task our City Marshal, encumbered with the weight of his-———years, or Sergeant Bradley who is known not tobe a good runner, would have in catching the youngster who de- clined to be warned or taken home. The third section reads as if it might be ra hor serious for the parents, —still there may be hope, for it is necessary before they can be proceeded against that they should permit their children habitually to beak the provisions of the bye-law. If t 1e children should be on the streets then, a’ er the prescribed hour without their rents permission, it is all right for the rents, and also the children must habitu- ally break the law. “Habitual!y” means constantly practiced, and it might be rather ad fficult question to decide how many times the boy or girl may break the law before rendering the parent liable. Besides this, a warning in writing must be given, whether to the parent or children does not clearly appear. It reads as if the warping should be given to the children. In that case the parent might never know any- thing about it uncil he gets the summons. The next part of this section 1s terrifying iadeed; for we read that if the five be not paid, the unfortunate parent is to be *‘col- lected by distress.” We ali have heard of the terrors of the man in possession of ones goods and chattels, but think of being yourself taken possession of by the man! a sort of “old man of the sea” who would eat, drink and sleep with you for 60 many days, and then advertise and sell you to the highest bidder; it is too awful to think of. The last part of this section 18 also severe, and it does seem hard to ask the parent ‘to pey the cost of conveying him to jail when be bas not been taken there. The word “4000” too, is delightfully uncertain. The last section, after all, contains the balm that will be healing tothe troubles of the young people, for Lam much mistaken in the iatelligence of the youth of this town, if they have not always some unavoidable cause to allege, why they should be out after hours, and “sweet seventeen Or 81xX~ teen” or even a little under that age, will have little difficulty in providing herself with what the by-law very rightly calls a p‘oper guardian.
