" TUESDAY, FEBRUARY 38, l!” Fat Commission Pickings Reference was made last week to the fee of $10,000 tendered by the assistant Govern- ment counsel in the Bren Gun inquiry. This in addition to the "expenses" of $2,756.93 charged by the chief Government counsel, Col- onel Ralston, who was lauded in Parliament by Defense lllinister Mackenzie for his “gen- erosity” in working for nothing. But this docs not complete the story, for the French-speaking assistant counsel also tendered his bill, amount- ing to something like $8,000 for fees and ex- penses. 'l'hc llren Gun inquiry sat for 34 days. For those 34 days the Government counsel re- ceived over $20,000 in fees and expenses. Pretty good pickings, it will be admitted! And the chief part played by Government counsel in this inquiry was not primarily to bring out evidence, but to act as defense lawyers for the King Government. They were insistent, for example, that the Commissioner had no au- thority to pass judgment incriminating any- body. ' The Lesson Of Munich The tremendous stride which Great Bri- lain is making in air defense is reviewed in the imperial Review. Britain now possesses the fastest fighters and long-range bombers in the world. Her Hurricane fighters and Spitfires, 33o and 365 miles per hour respectively, com- pare with Germany's fastest air machine, the b19109, 31o miles per hour. The WVeIlesley bombers, ivhich hold the world’s non-stop flight record of 7,162 miles, are being replaced by lwin engined Wellingtons, which are heavier, faster and of longer range. Of the w0rld’s fast- est bombers, the Bristol-Blenheims, at least 1,700 are on order. Britain has another answer to Germany's crack bombers in the Hampden, the speed and capacity of which are not re- vealed. It replaces the Harrow, which is cap- able of 22o miles per hour carrying four tons. Another British bomber can do 250 miles per hour carrying four tons. Most of the German bombers are of the Junker JU52 type, capable of 180 miles per hour with a four and one-half ton load. Britain's Battles, of which hundreds are on order, are single-engined machines cap- able of 300 miles per hour. This information, added to the naval pro- gram which will make Britain a match on the seas for the entire totalitarian axis, gives some idea of the preparations under way in the Old Country A Sorry Record The adoption by the House of Commons of a resolution favoring the enactment of a Do- minion-wide system of unemployment insur- ance suggests the wide difference that exists, among a. certain type of politicians especially, between practice and performance. The re- solution was introduced bynA. W. Neill, In- dependent member forComox-Alberni, British 'Columbia. The debate which it precipitated evoked expressions of approval of the principle from all quarters of the House and in particular s statement from the Hon. Norman Rogers, Minister of Labor, that the King Government was still ready to proceed with the necessary legislation as soon as all of the Provincial Gov- ernmcnts could be induced to concur. In this connection the Sydney Post Record (Independent) recalls that the late Bennett Government enacted a contributory imemplqv- mcnt insurance measure in I935 and set up a commission to administer such a service for the Dominion. The Bennett legislation was declared invalid u-hen it was referred to the Supreme Court 3ll(l'lll(‘ Privy Council by the King Gov- eminent. That was two years ago. Since then no effective step has been taken by the present Ministry to carry out a measure of reform to irhich all its members have given lip tribute. The reason the King Government has done nothing in the direction of tinemploymcnt in- surance was given to the House by Mr. Rog- ers in the course of the debate on the Neill re- solution. Mr. Rogers explained that sn amend- ment to the B. N. A. Act was necessary in order to give Parliament the requisite power, but that to this proposed change in the constitution the present administration had" not been able to procure the assent of all the Provincial Govern- ments. He stated that six Provinces -—British Columbia, Saskatchewan, Manitoba, Ontario, Nova Scotia and Prince Edward Island,——had signified their ivilliugness to concur in the sug- gested amendment. On the other hand the remier of Alberta, Hon William Aberhart, takes the view that Provincail concurrence is ‘unnecessary. Premier Duplessis oi Quebec de- clines to concur in the proposed measure, but suggests that a bill, prepared by collaboration Tbetween the Federal and Provincial authori- ties, could be enacted by Parliament and the legislatures, without any constitutional change, ind without any impairment of the present gowns of the Provinces. The Premier of New ‘ runswlelq Hon. Mr. Dysnrt, is withholding, his e Rowell Com- that all outstand- Qlngtgdtiatltutional questions may be disposed of ' l _ wedptlie same time. The Min- later of Labor took advantage of the situation to criticize the Bennett Government for its tardiness in dealing with the question, while at the same time failing to give any indication of what the present Ministry is to do in the matter. And this despite the fact that almost four years have now elapsed since the question from Mr. Rogers was that the unanimous re- ception accorded the Neill resolution might tend to change the unsympathetic attitude of Alberta, Quebec, and New Brunswick. Apparently the Government has resigned itself to do nothing till it can get all the Provinces in line, its at- titude being that the next step is up to the Pro- vincial Legislatures. The buck is being passed, in a. vicious circle of ineptitude and futility. I Editorial Notes .I Buller entered Iadystnith this date, 1900. i 1i III The King's assistant private secretary, Mr. Alan F. A hundred years ago Lord Durhanfs re- port on the government of Canada said: “When we want a bridge we take a judge to build’ it, was the quaint and forcible way in which a member of a provincial Legislature described the tendency to retrench, in the most necessary departments of the public service, in order to satisfy the demands for local works." What progress have we iliade since? w i- Up till last Wednesday Montreal had spent $105,000 on snow shovelling. Then came a. blizzard which blocked traffic in botl- city and country necessitating the City Council spend- ing another $10,000 to clear their streets and footpaths. The public, any more than Mr. Murdock, does not understand why an expenditure of $12,600,000 is being undertaken when railway finances are in such condition that the public treasury has to make up a deficit of some $50,000,000. * e i- e “I am sorry that I misquote-d Wordsworth!
