HARRIS Associated Press Foreign Stal? SHANGHAI, Aug. 17-(Tuesday)-The men of China and Japan fought on a-nd died today in ceaseless conflict that tore at Shanghai and this tragic city’s way to safety to the sea Between them the twisting Whangpoo, a Hare-lit, river- by night and a murky menace by day, carried foreign wo- men iind children to the broad, safe decks of liners that ilew their flags. There was no way actually to estimate the dead and dying that have littered the outlying scenes of war since misplaced Chinese aerial bombs killed more than 1,000 and wounded even more than that in the international areas on Saturday. Neither side admitted many dead. This was the fifth day of this battle of Shanghai, which result- ed from the struggle for an econo. mic grip on the northern provinces becausetlie Japanese filled the city with waisliips and bluejackets and the Chinese Army sent troops warming in contrary to the truce oi 1932. Fighting raged on all sides of 5lll1ll8hl1i’s international is r e a s, where the foreign communities a- waited daylight to resume th¢ ev- lcuations begun yesterday. British authorities ar-ranged to begin evacuating more than 2.000 women and children from Shang- hai today on the Hongkong-bound liner Rajputana. Other oreign authorities made similar arrange- ments to send their nationals out of the war zone. United States women and chil- dren were under orders to leave Blianinni, and the first group oi refugees departed yesterday aboard the California bound liner Presi- vflifaft. Mille, Associated Pica Foreign Staff) ON BOARD THE PRESIDENT MCKINLEY, between Kobe and Shanghai, Aug. 16-,Japan is pre- paring for war in China on a huge scale but without popular en- tl-iusiasm. Japan soon will have 100.000 fighting men in China, but the masse at home who ultimately must pay for it all do not like the , prospect. Under the stimulus of offici.aJ.pfropaganda, however, the ; nation has accepted the conflict I reluctantly as a bad Job fromi which there is no backing down. Already the people are restless under heavy taxation and the high cost of living. but still they dock their homes with rising sun flags and throng to the railway stations to chant "banzai" as the troop- trains roll out with their loads for China-boimd transports. Crossing Japan from Tokyo to Kobe I found all railway stations decorated with flags. baiiiicr nur! lanterns. At many there were war- time scenes as soldiers were clicci- ed on their way to the Chinn “lronts.” ' I passed numerous' iiiililflly trains loaded with artillery, motor -trucks, tanks, armored motorcy;-lcs.. artillery, all converging on the we -t Japan and inland sea ports of em- barkatlon. Many of those ports nrc closed to all but military activity. Six tliou-sand horses have been ! sent from Kobe. The Government has not yet ordered gerieiol mobilization, but the empire actually is on s war- time fcoting. In Japan it is pos- sible to ca.ll scores of thousands of reserves to the colors without for- mal mobilization and without pub- lic announcement. Foreign economic experts say Japan's finances wil'l not siniid more than o. three-months’ war bc- cause the Govcmmcnts only real, tangible funds consist of the equivalent of about $400,000,000 in gold. It must rely on the capacity and willingncx of the people to pay more taxes and the banks and I men of wealth to buy more gov- | ernment bonds. Already 500,000,000 yen (about $145,000,000) has been appropriat- ed for the China war and parlia- ment probnbly will bn ronvokcd again next month to vote more 1 hundreds of millions.
