Hon. Mr. Henperson: Instead of the Bill being intended to increase the salaries of the Collectors, [ think ose of the prinei- pal objects of it is to facilitate the keeping and regulating of the public accounts, so that they may be ready to be laid before the Legislature at an earlier period. When those Collectors are allowed to pay them- selves, it is likely to lead to errors, and sometimes even to loss to the country, Hon. Mr. Ramsay: I do not tkink the shouid be fixed at the same amount. lion. Mr. Gorr: I cannot ses why such a distinction should be made. They are both County towns, and though trade may have fallen off in Georgetown, there may be a re- action which will cause it to retarn. The principal reason why it has so fallen off is, no doubt, as his honor who has just spoken has stated ; but still that does not lessen the duty of the excise officer. Lis duties are likely to inerease ; and though they should be duubled, bis salary, under this Bill, will remain stationary. I[ therefore think they should be put upon the same footing. Hon. The steamers calling there five or six times a week, often with dutiable goods on board, cause a great deal of work. Hon. Mr. McDonatp: On looking over the public accounts I see that the amount collected at Summerside for excise duriug the past year was £5485, which, at 5 per cent, would yield the Collector £274 ds. The £15 added to tbis would, in round numbers, make £290. However, the amount colleeted last year was greater, L believe, than in any previous year. As to the argument of his bonor from ‘the first dis- trict of Queen's County (Mr. Henderson), that giving a fixed salary would facilitate the business of the office, and enable the public accounts to be presen‘ed at an earlier period, it is one which I cannot see any toree in. I do not see why it is not as easy to charge a commission as receive a salary. opposition to the Bill, as his honor from would support a motion that the Committee rise without reporting. Hon. Mr. Beer: 1am also of opinion that there is no good reason for making a disiinc- tion between those two officers. ‘True, there is a little more received at Summerside at present, but the collector there will also have more perquisites in some way or other. The brokerage business does not properly belong to the collector; but still, though the bill says that these ealaries shall be in lieu ef all fees, yet they will receive s»me fees for brokerage. However, I do think that the officers in those two County towns should be allowed the same amount o! salary. Hon. the Presipenr: Then by the same rule they should be put upon the same foot- ing as the Collector of Impost and Excise for Charlottetown. No doubt the House of As- sembly have based the salaries: given by this bill upon the average amoun:s received b those officers for some years pust, and I find, by taking the average of what the collector at Georgetown has received for the jast four in any other previous year, and if there was such a falling off in the amour’ received at aT THE i | ial ale adi omit ied , : . / ; inci iving a| vears, that they are giving him about £30 LIVERPOOL, Lotcs from LONDON] Would cease in that fairy land. and the vast assembly dispersed. — Quebec Tuursbay, March 23.
