Ths Powers of Locai Logisiatures. mF, re learn that it is not at all certain they are iiable to arrest while discharging their legislative duties. A writer in Rose- Belford’s Canadian Monthly for November, produces quite an arrray of authorit:es showing that Provincial Legislators poss rs and enjoy the privileges, powers and in- munities possessed and enjoyed by members Wwyrors will be reassured AANA , when 1 1e of a Parliament. me OO Rava; ‘es of the Black Tongue. A pisgast, locally known as black tongue, but which, probably, is a very vielent form of diphtheria, has appeared in a section of the country surrounding London, Ontario. The disease has baffled the skill of the medical men. The symptoms are first a severe pain in the stomach, gradually ascending to the throat, accompanied by vomiting, and before death, which is at- tended with great agony, the tongue as- sumes 2 black color. Much fear is felt re- gardipg it, and the medical men are in con- sultation. ——-—» 08 Repairs at Alberton. An Alberton correspondent of the Patriot reports :—-“‘The work of repairing the damages occasioned by the late storm 18 being energetically pushed forward. By Tuesday last the R. R. Wharf was ina condition to permit of the schrs. J. Wis and . Pecrl to land their cargoes of coal upon it. Yesterday Queen’s Wharf was passable. Every span in the latter, with perhaps oe exception, has been substan- tially rebvilt within just one week. Con- siderable of the timber, toe, had to be brought from a distance. ‘This speaks vol- umes for the ability and push of the official directly in charge. Jas. F. Whit has also, during the same time, pushed the repairs on his wharf well on towards com pletion. Hon. P. Gavin has two buildings in course of erectien—one in frame, the the other boarded in—to take the place o! those destroyed by the storm. oP OO Sitting Bull. We learn from the Manitoba Free Press, which has obtained the information from the Bismarck (Daketah) Tribune, that tishop Martin, aa eminent and zealous Roman Catholic missionary to the Indians, has, at the request of the Washington Gov- ernment, undertaken to pay a visit to Sit ting Bull, with the object of inducing him to return to the reservation provided for him and his band. Col. McLeod and others of the officers of the Mounted Police were to meet the Bishop at the Sweet Grass Hills, where a conference was arranged to take place. It is understood that the terms to be offered for the return of the truants are the same as those which were proposed by General Terry and his fellow commis sioners in 1876. These are te include entire amnesty for former hostilities and a renewal of tie ancient tréaty stipulations. Their horses, after carrying home the In- dians and their baggage, are to be sold and horned cattle for the use of the tribe to be purchased with the money which they may bring. The sam disposition will be made of their fire-arms. Itis to be hoped, on many ac- counts, that the arguments of the good missionary will be effectual, and that the Canadian Nerthwest will be soon relieved of an incubus which has been for so man) years a cause of suspense and annoyance. > => ea The Ministers at Ottawa. An Ottawa despatch says, ‘‘ Very soon all the Ministers will be domiciled in the city. The Minister of Agriculture arrived nr asalso the Minister of Inland venue, Hon.
