The new piers at-'Victoria will be con- structed in the outer harbor within a shielding breakwater, and the work as now Planned, aggregating a total expenditure oi over $5,000,000, will provide for the growing shipping of the port for years to come. _ .Millions are being spent also on Vancouver harbor, besides some $700,- 000 on the dredging of False Creek within the harbor. Other immense Federal expenditures on ports include the Toronto harbor improvements, costing five millions, and the contracts recently awarded for three sections ofthe new Welland Canal. These latter total about $19,- 000,000 or a third of the total cost of thc canal. Besides the important improvements planned at Montreal harbor there are the costly works that are being undertaken also at Quebec, both by the Public Works and Railway Departments. At St. John improvements are now under way that will total about thirty millions. IN THE GRASP OF A WHIRLPOOL. NIAGARA FALLS, N. Y., October 24-Over four hours in the grasp of the whirlpool in a small motor bout, rescued at eight o'clock last. night Peter W. Langaard, of Dare, wns more dead than alive. I-Ie was taken to a hotel on the Canadian side, where it was said he would be all right in twenty-tour hours, although his nerves were badly shattered by the ordeal through which he passed. Langaard made the trip through the Whirlpool rapids from the Maid of the Mist’s Landing, on the Cana- dian side of the whirlpool, to furnish s. subject for s. moving picture film. The trip had been made several times before without mishap. _ Laugaard navigated the rapids safely, but when he swung into the whirlpool, driftwood clogged the propeller oi his boat - and be was powerless to bring the craft out oi the centre of the vortex. For nearly three hours he endeavor- cd to clear the propeller by leaning over the stern 0! the boat, but the drlftwood was so tightly jammed be- tween the flanges and the hull that he could not remove it and the car- ecning oi the boat when it was suck- ed into the very centre oi the whirl- pool made it necessary for him to devote nearly all his eilorts to keep it from overturning.
