'_' _ WWW INCREASE THE SUBSIDIIZS- A correspondent whose letter ap- pears in another column calls for an increase in the per capita subsidy paid by the central government to the several provinces. As is well known this subsidy was first arranged at the rate of 80 cents per head of the population of Ontario and Quebec as it was then, and in the case of Nova Scotia and New Brunswick the subsidy was to be SO cents per head on their population as it then was, but to be paid also on their increased population up to 400.000 in each pro- vince. Diiring the past two decades the growth of population in the east ern .section of Canada has been so slow that the maritime provinces have received very little advantage from this conditional increase. As our correspondent points out a per capita subsidy is much more to the advantage of a populous province than of one with but small population. Two millions of people in a province can administer their alfairs at aless cost per head than one hundred thou- sand in another province. Hence the ratio of distribution as between prov- inces was in the first place unfair to the smaller provinces. The latter have all bee - unable to live within their incomes and have gone -into debt, in consequence, while Ontario has been able to avoid incurring a provincial debt. Quebec could doubtless have done the same but for the reckless extravagance with which successive governments have adminis- tered her affairs. Some years ago during the Mercier regime in Quebec a conference of the Premiers of the several provinces was held at Quebec city at which resolu- tions were adopted calling for an in- crease of the federal subsidies, much along the lines which our correspon- den! suggests. In support of this claim it was set forth that when 80 cents per capita was fixed as a fair basis for subsidies to the provinces, the rate of federal taxation was very low, and the revenue of the central _government was small. As a matter of fact the federal revenue in the first year after confederation was between thirteen and fourteen millions of dol- lars. Last year the federal revenue was $40 555.238, or three times as great as it was 30 years ago. The customs and excise revenues-in other words the federal taxes- then were but $11,7 00,681 ; last year these taxes totalled $29,576,455. On the evening of November, 28th, 1878, a fire broke out in the British ship Melanie, loaded with 500 barrels of petroleum. An awful mass of Eames shot up from the main hatch and the vessel quivered from stem to stern with explosion of the barrels.
